About this opportunity
The Florida Department of Juvenile Justice (DJJ) is requesting proposals under RFP #11110 to design, develop, implement, and operate a 28-bed moderate-risk residential program for females ages 13 to 18 requiring Intensive Mental Health (IMH) treatment, with proposals due April 26, 2027. Respondents must submit a sworn attestation (PUR 1355) that they are not owned by, organized under the laws of, or have a principal place of business in a Foreign Country of Concern, and that no such government holds a controlling interest.
Attachment S sets the order of precedence for proposals equal in price, quality, and service. The preference categories are Drug Free Workplace, Certified Minority Business Enterprise (CMBE), Service Disabled Veteran's Business Enterprise, Florida Business, and Foreign Manufacturer with a Factory in Florida. Multiple designations may apply, and in a veteran-preference tie the smallest net worth prevails. A CMBE Subcontracting Utilization Plan (Attachment U) is encouraged but earns no points.
The program is located at 2515 Ortiz Avenue, Fort Myers, Florida 33905, a state-owned or leased building in Circuit 20 of DJJ's South region, or at a respondent-owned or leased building in Florida. Required staffing ratios are 1:6 awake, 1:8 asleep, and 1:5 off-site, with 24-hour awake supervision and clinical staff on-site seven days per week. Direct care staff must earn at least $19.00 per hour gross, excluding benefits. Minimum starting salaries are $50,000 for non-licensed mental health staff, $79,000 for licensed mental health staff, $85,000 for the Designated Mental Health Clinician Authority, $72,000 for registered nurses, and $80,000 for the Health Services Administrator. Nursing coverage must total at least 120 hours per week. DJJ may add overlay services as needed, including Substance Abuse Treatment, Mental Health, co-occurring disorders, Borderline Intellectual Functioning, Developmental Disability, medically complex, and Juvenile Sexual Offender treatment. DJJ will award a single contract based on funding availability.
The per diem rate is capped at a maximum stated in Section XIV, and pricing uses Attachment H (department-owned facility) or H-1 (respondent-owned facility). Financial viability documentation is reviewed pass/fail. For the state-owned building, the respondent bears utilities, maintenance, repairs, property taxes, and monthly Major Maintenance Fund deposits. The per diem covers routine health costs, while DJJ reimburses dental, dermatology, labs, prescriptions, ophthalmology, and x-rays. The Major Maintenance Fund balance is $48,303.93, and three work orders are in progress. No start-up or cost reimbursement funds are provided, and no state-owned vehicles are available. Exhibit 9 inventories department-furnished property, including 13 steel beds, commercial kitchen equipment, a 30KW Generac generator, and HVAC units. The facility has 42 security cameras and a sprinkler system.
Performance measures include zero escapes due to supervision failure, 90% completion of transition-plan objectives 21 days before release, and 95% exhibition of decreased risk factors. Proposals consist of three volumes: a technical proposal of up to 70 pages, a financial proposal, and provider performance documentation. Hard copies require one original and eight copies of Volume 1, and one original and two copies each of Volumes 2 and 3, with electronic uploads through the DJJ Bid Library. A Notice of Intent to Submit a Proposal (Attachment N) is due by the Calendar of Events deadline. Questions and submissions route to Adrian Nealy, Procurement Manager, Bureau of Procurement and Contract Administration, at Adrian.Nealy@fldjj.gov or (850) 717-2613.
