About this opportunity
The Town of Addison, Texas is seeking a qualified contractor to provide comprehensive annual Fountain and Splash Pad Maintenance services for five fountain areas located throughout the town: Quorum Park, Le Grande Park, Bosque Park, Addison Circle Park, and Vitruvian Development. The contract will run from January 1 through December 31, with potential extensions for up to five additional 12-month periods. The scope of services includes weekly maintenance, chemical treatment, cleaning of fountains and vaults, daily splash pad monitoring, emergency maintenance, and support for special events. A pre-bid meeting is scheduled for November 18, 2025, at 10:00 AM at Addison Circle Park, with the bid closing on December 4, 2025, at 2:00 PM. The evaluation and selection will be based on a 100-point scoring system: 40 points for contractor qualifications, 40 points for proposal price, and 20 points for references and past performance. Contractors must provide detailed pricing for monthly maintenance of each fountain location, with additional rates for extra services such as heavy rain cleaning and emergency shutdowns.
The procurement includes provisions to encourage participation by Historically Underutilized Businesses (HUBs), with prime contractors encouraged to provide sub-contracting opportunities. Bidders must meet stringent insurance requirements, including a minimum of $1,000,000 in general liability and workers' compensation insurance, with all insurance companies required to be authorized by the Texas Department of Insurance and have an A.M. Best's rating of A-:VII or higher. Contractors must comply with additional requirements, including House Bill 1295 disclosure obligations, non-discrimination provisions, and restrictions against boycotting certain industries. The town will pay monthly invoices within 30 days of receipt and acceptance, with potential annual price increases not exceeding 3% based on the Consumer Price Index (CPI). While no specific incumbent vendor is mentioned, the contract allows for potential interlocal cooperative agreements with other participating government entities, potentially expanding the contract's value and scope beyond the initial town-specific requirements.
