About this opportunity

The Texas Health and Human Services Commission (HHSC), procuring on behalf of both HHSC and the Department of State Health Services (DSHS), is requesting bids on ServiceObjects Data On Time Services (DOTS) Software as a Service under IFB HHS0017417, with responses due July 24, 2026 at 10:30 AM Central Time and questions due July 15, 2026.

The scope comprises two SaaS API services: DOTS Address Insight US (30,000 transactions per month, $0.0563 per overage transaction) and DOTS Address Validation 3 – US (35,000 transactions per month, $0.0213 per overage transaction). Services are delivered remotely with four-hour response times required during normal business hours (Monday–Friday, 8:00 AM to 5:00 PM Central Time). The contractor must maintain comprehensive insurance: workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability ($1 million), professional liability ($1 million), and umbrella liability ($1 million). Background checks on all assigned personnel are required at contractor expense, and E-Verify compliance is mandatory for all Texas-based employees.

The initial contract term runs September 3, 2026 through September 2, 2027, with HHSC holding options to renew for up to two additional one-year periods (through September 2, 2029) and to extend for one additional year beyond renewals. Pricing must be submitted as firm, fixed prices for all three contract periods on Exhibit C. The historical monthly spend is $24,502.88, provided as a guideline only. Contractors may request price adjustments correlated with the Consumer Price Index (CPI-W or CPI-U) subject to HHSC approval and must implement any available price decreases.

Bidders must submit Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), Exhibit D (three minimum verifiable references from similar contracts within the last three years plus company qualifications), and may optionally submit a HUB Subcontracting Plan. The affirmations impose standard Texas HHS compliance certifications covering suspension and debarment status, human trafficking prohibitions, franchise tax status, cybersecurity training, E-Verify utilization, conflict of interest disclosures, and boycott certifications (Israel, energy companies, firearm industries). All work product and intellectual property rights vest exclusively with the state agency. In-person bid submission is available at PCS, 1100 W. 49th Street, Austin, Texas; electronic submission through the HHS Online Bid Room is optional. Late submissions are not accepted; technical difficulties with the optional online system do not constitute grounds for protest.
