About this opportunity
The Georgia Department of Corrections (GDC) is procuring food and drink vending services through a competitive solicitation (GDC0001159) for two correctional facilities located in Elbert County. The two facilities are the Women's Probation Detention Center at 8662 U.S. Highway 301 North in Claxton, Georgia, and the Smith Transitional Center at 9631 U.S. Highway 301 North in Claxton, Georgia, with the Smith facility estimated to open in January 2026. Qualified vendors must submit comprehensive quotes for all listed items and specified brands on the vending bid sheet, though comparable alternates and substitutes are acceptable. The procurement will award a single contract to one vendor to provide full-service vending operations on all machines and items across both facilities. Award selection is based on the highest commission percentage offered by the bidder, with evaluation prioritizing the vendor's willingness to return a larger percentage of vending revenue to the state. The solicitation closed on August 4, 2025, with the award notice issued on August 12, 2025. Five Isles, LLC was selected as the successful offeror based on offering a 28 percent commission percentage, while C&E Vending was deemed unsuccessful for not offering the highest commission.
The contract opportunity does not indicate specific set-aside designations or restrictions limiting participation to particular organization types or disadvantaged enterprises. The incumbent vendor information is not provided in the available documentation; however, Five Isles, LLC has been selected as the successful contractor moving forward. The award amount is identified as the highest offered commission percentage (28 percent in this case), with all identified amounts noted as estimates only. Contract term and renewal options are not specified in the available documentation. Interested parties with concerns regarding the award should submit protests electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual, with inquiries directed to Issuing Officer Valerie Phillips at valerie.phillips1@gdc.ga.gov.
