About this opportunity

The Georgia Department of Corrections issued a procurement solicitation (GDC0001171) for Food & Drink Vending Services at Coastal State Prison, located at 200 Gulfstream Road in Port Wentworth, Georgia, within Chatham County. This solicitation sought a single vendor to provide comprehensive full-service vending operations across all machines and food/drink items specified on the vending bid sheet. Suppliers were required to submit quotes for all listed items and brands, though comparable substitutes and alternates were permitted for consideration. The procurement was evaluated and awarded based on the commission percentage offered by bidders, with the highest percentage commission serving as the primary pricing and evaluation criterion. The solicitation closed on November 21, 2025, with a Notice of Award issued on November 26, 2025. Five Star Food Services, Inc. was selected as the successful offeror, offering an 18 percent commission. Two other bidders participated in the procurement: Victory 1 Vending, LLC was deemed non-responsive due to inability to meet contract installation requirements, and Smith Cargo Transport, LLC withdrew its response prior to award.

The procurement documents do not identify specific set-aside designations or restrictions on respondent types, disadvantaged enterprise requirements, or preferences. The successful incumbent vendor transitioning into this contract is Five Star Food Services, Inc., which will now operate all vending services at the facility. No information regarding specific technology infrastructure requirements or legacy systems integration was detailed in the available solicitation materials. While the exact contract value or budget range was not explicitly stated in the procurement summary, the award structure indicates that the vendor compensation is based solely on commission percentage rather than a fixed price or cost-plus arrangement. All bid protests must be submitted electronically to doas.protests@doas.ga.gov, with suppliers directed to reference the Georgia Procurement Manual for specific protest procedures and deadlines.
