About this opportunity
The Colorado Department of Corrections is requesting quotes for foam mattress cores to supply Colorado Correctional Industries under RFQ DQ 2027-0046, with quotes due August 15, 2026 at 4:00 p.m. MST and questions due August 7, 2026 at 2:00 p.m.
Cores must be 3 inches thick, 30 inches wide, and 76 inches long, manufactured from high-density open-cell polyurethane foam with Indentation Load Deflection (ILD) of 40 and density of 2.7 lbs. per cubic foot. Cores must meet a minimum ten-year life expectancy, be manufactured in the United States, and comply with California Technical Bulletin 117 (CAL 117) and FMVSS 302 fire safety standards. The initial order covers 3,375 cores, with subsequent orders placed as-needed. Delivery must occur Monday through Thursday between 7:00 a.m. and 3:00 p.m. at the Mattress Shop at Fremont Correctional Facility in Canon City, Colorado. All pricing must be all-inclusive of shipping and delivery with no additional surcharges or taxes permitted. Service-Disabled Veteran Owned Small Business (SDVOSB) bidders must submit U.S. Department of Veterans Affairs certification.
The initial purchase order term runs through June 30, 2027, with renewal options for up to four additional one-year periods at CDOC's sole discretion, not to exceed five years total. Pricing shall remain firm during the initial term, with CDOC reserving the right to consider annual price increases not exceeding 2.5% for each fiscal year upon mutual agreement. Award will be made to the bidder whose acceptable quote is determined most advantageous to CDOC, with price as the primary evaluation factor and sample quality and delivery lead time as secondary factors. All awarded bidders must complete an Enhanced Criminal Background Investigation within 30 days of award notification and comply with CDOC security provisions including fingerprinting, drug testing, and consent to search requirements. Delivery drivers must pass background checks. Bidders must be registered with Bidnet Direct and CORE before submission. Commercial general liability insurance with minimum limits of $1 million per occurrence and $1 million aggregate is required. The sole point of contact is Sheila Lucero, Purchasing Manager.
