About this opportunity

The Florida Department of Agriculture and Consumer Services is pursuing a single-source procurement for the Florida Alliance of Information and Referral Services (FLAIRS) to provide Telephone Administration Service supporting the Summer Food Service Program. This contract opportunity, posted on May 8, 2025, with a response deadline of May 30, 2025, seeks to create public awareness and educate Florida citizens about locations serving nutritious meals during summer months when schools are closed. The procurement is specifically designed for FLAIRS to deliver free, confidential, and anonymous referral services through the Florida 211 Network, operating 24 hours a day, 365 days a year as the state's single point of coordination for health and human services information and referral. The contract will run from the date of execution through August 31, 2025, with FLAIRS leveraging its statutorily authorized status under Section 408.918(3), Florida Statutes. Prospective vendors who believe they can provide comparable commodities or services are invited to submit relevant information to the designated contact, with the department reserving the right to review and determine single-source procurement eligibility.

The procurement appears to be specifically targeted to FLAIRS as the authorized 211 collaborative organization for the state, with no explicit set-aside designations or provisions for disadvantaged enterprises mentioned. The estimated contract amount is $64,000.00, with a potential total funding of up to $100,000.00. No incumbent vendors other than FLAIRS are identified, and the service requires maintaining the existing Florida 211 Network infrastructure. The procurement is limited to a single source based on statutory authorization, meaning alternative vendors would need to demonstrate extraordinary capability to displace FLAIRS as the service provider. The contract is geographically scoped to serve all of Florida, with a focus on Leon County as the primary jurisdictional location. The procurement process will be conducted through the Vendor Information Portal, consistent with Section 120.57(3) of Florida Statutes, and will involve a review of any alternative vendor submissions to confirm the single-source justification.
