About this opportunity

The City of Austin is requesting bids for flexible base, surface rock, and 3x5-inch rock materials to supply multiple city departments under IFB 5000 MAS1008, with bids due August 18, 2026 at 2:00 PM CT and questions due August 4, 2026.

Local and small business preferences apply: five percent discount for local or small business offers up to $500,000, and three percent for offers between $500,000 and $50 million; small business subcontractors representing at least five percent of total value receive two percent or one percent discounts respectively. Local business is defined as any entity with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties). Small business must hold U.S. Small Business Administration certification.

Bidders must demonstrate a minimum of two years of documented experience supplying and delivering flexible base, surface rock, 3x5-inch rock, or equivalent products as of the solicitation closing date, and must operate a source facility located within 100 miles of the City of Austin Extraterritorial Jurisdiction. The scope covers materials for Austin Energy, Austin Transportation and Public Works, and Austin Watershed Protection, with the City reserving the right to add or delete departments. All materials must comply with city, state, and federal environmental laws. Deliverables are F.O.B. destination with transportation charges included in contract price.

The City will award a single contract or make multiple awards among lowest and most responsive bidders based on individual line items, groups of line items, or aggregate pricing. Pricing is fixed unit price with annual adjustments after the first 12 months using Producer Price Index formulas: fifty percent weighted to truck transportation costs and fifty percent to nonmetallic mineral products for most items, or one hundred percent to nonmetallic mineral products for specific items. All bids remain valid for 150 calendar days following the due date. The contract extends at the City's sole option, with holdover periods not to exceed 180 calendar days unless mutually agreed. Contractors must maintain one-year warranty coverage and comply with City insurance requirements, including Workers' Compensation (minimum $1,000,000 per occurrence), Commercial General Liability (minimum $2,000,000 per occurrence), and Business Automobile Liability (minimum $2,000,000 combined single limit).

Addendum 1, issued July 22, 2026, replaced the original price sheet with Price Sheet V2. Offerors must acknowledge receipt of this addendum with their bid response.
