About this opportunity

The Superior Court of California, County of Los Angeles is soliciting bids through an Invitation for Bids (IFB) for fleet vehicle replacement consisting of four vehicles: three Ford Transit Regular 150 cargo vans (2025 or 2026 model years) and one 2026 Toyota Camry LE mid-size sedan. The cargo vans must include Ford Co-Pilot360 safety features, SYNC4 touchscreen systems, and metal partitions with locking doors, while the sedan must feature Toyota Safety Sense 3.0, wireless Apple CarPlay and Android Auto compatibility, and a Qi wireless smartphone charger. All vehicles must be new products only with standard manufacturer warranties (3 years/36,000 miles bumper-to-bumper and 5 years/60,000 miles powertrain coverage), and pricing must be all-inclusive except for applicable sales taxes, with all title, license, and mandatory dealer fees included in bids. Vehicles must be delivered to George Najera, Fleet Coordinator, at 270 W. Duarte Road, Suite A, Monrovia, California 91016. Bids are due May 9, 2026, and must be submitted electronically through the Court's Bonfire procurement portal at https://lacourt.bonfirehub.com/. Bid evaluation is estimated for May 2026, with a Notice of Intent to Award also anticipated in May 2026 and expected delivery in June 2026. Vendors may respond to all or some line items, though the Court may prefer to award the entire solicitation to a single vendor and is not bound to consider partial bids. Submitted quotes are irrevocable offers with pricing guaranteed for 90 days from submission.

No explicit set-aside designations are mandated for this procurement; however, vendors claiming Disabled Veteran Business Enterprise (DVBE) status may receive a 3% bid reduction (not to exceed $5,000) for evaluation purposes if they meet all applicable DVBE requirements. Vendors must be authorized resellers of Ford and Toyota products and are required to accept the Court's standard contract terms and conditions rather than their own. All submitted materials become Court property subject to public disclosure under California law, with limited exceptions for social security numbers and financial statements of non-public corporations. Vendors must comply with federal and state legal requirements, including nondiscrimination laws, the Americans with Disabilities Act, California's Fair Employment and Housing Act, and prevailing wage requirements for public works projects exceeding $1,000, and must maintain audit-ready records for five years after final payment and appropriate insurance coverage throughout performance. The solicitation documents do not specify an overall budget range or award value; however, the Court reserves the right to award multiple contracts to more than one vendor and is not obligated to procure any minimum amount under any awarded contracts. Protest procedures follow the California Judicial Branch Contracting Manual Chapter 7, with protests submitted via email to Purchasing@lacourt.org, and a minimum threshold requirement of $50,000 for non-IT goods applies.
