About this opportunity

The State of Delaware Office of Management and Budget Government Support Services is soliciting bids for fleet maintenance and repair services under ITB GSS26526-MAINT_REP, with bids due July 29, 2026 at 3:00 p.m. Eastern Time. The contract is accessible to all state agencies and extends to school districts, political subdivisions, municipalities, volunteer fire companies, and higher education entities receiving state funds. No set-aside or preference program applies.

The scope encompasses preventative maintenance services across multiple levels (PM-A through PM-O) with separate pricing for gas and diesel vehicles, plus additional cost services including labor rates, diagnostic services, fluid services, vehicle cleaning, alignment, and electric vehicle maintenance. Vendors must demonstrate facility certifications (ASE, manufacturer certifications, EV/high-voltage certification), OEM diagnostic tool capability, paratransit van and wheelchair-ramp maintenance and repair certification, transmission repair capability, and documented recall and Technical Service Bulletin procedures. Typical turnaround times for preventive maintenance, minor repairs, and major repairs with diagnostics must be specified. Vendors must submit parts discount pricing and warranty verification and processing procedures.

The contract runs two years from December 1, 2026 through November 30, 2028, with three optional one-year renewal periods available through negotiation initiated no later than 90 days before termination. Pricing must be quoted in U.S. Dollars and remain firm for the contract term. The State reserves the right to adjust quantities without unit-price adjustment. All bids must be submitted through https://gss.bonfirehub.com/ and will be awarded to the lowest responsible and responsive bidder.

Successful vendors must carry Workers' Compensation insurance, Commercial General Liability ($1 million per occurrence / $3 million aggregate), and Automotive Liability Insurance ($1 million combined single limit). Bid and performance bonds are waived. Vendors must submit monthly usage reports in Excel format by the 15th of each month and complete background checks on employees accessing state property or serving vulnerable populations.

Written questions are due July 8, 2026, with answers posted by July 15. A non-mandatory pre-bid meeting is scheduled for June 29, 2026 at 10:30 a.m. via Microsoft Teams (Meeting ID 225 937 638 891 620, Passcode vt2Xi3od). An addendum issued June 24 revised the original question-due date from July 1 and bid-due date from July 15 to the current dates. Contract award is anticipated within 30 days of the July 29 bid opening.
