Section 3 HUD compliance applies, requiring a minimum of 25 percent of all labor hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers; HUD-MWRD designations are in effect for FY 2025–2026. Background screening by Tucson Police Department is mandatory before work commencement at any City facility.
The scope encompasses preventative maintenance (quarterly for Parks and Recreation and Police; every four months for Fire) and on-call repair services for multi-brand commercial fitness equipment including Paramount, Precor, TRUE, Life Fitness, Hoist, Sports Art, Concept 2, Keiser, and others. Offerors must provide detailed pricing for preventative maintenance at each location, on-call service hourly labor rates and trip charges, parts discounts (OEM and aftermarket), and new equipment pricing reflecting a minimum 15 percent discount from manufacturer's published retail price. One-year warranties on all work and parts are required. The contract term is one year from award with up to four optional one-year renewal periods at the City's discretion. Living wage requirements per City ordinance apply.
Contractor insurance must include $2 million Commercial General Liability, $1 million Commercial Automobile Liability, and statutory Workers' Compensation. Evaluation criteria are weighted among Price Proposal, Qualifications and Experience, and Method of Approach. Payment is processed within 21 calendar days of invoice receipt. The procurement is subject to ARPA compliance, FTA terms, federal prevailing wage standards for maintenance work, Buy America provisions on purchases exceeding $100,000, and comprehensive data protection and cybersecurity requirements. Cooperative purchasing provisions allow other public agencies access under identical terms. The City reserves the right to reject any or all proposals, conduct interviews, negotiate with multiple offerors, and award multiple contracts.
