About this opportunity
The Public Housing Authority of Queen Anne's County, Maryland is soliciting sealed bids on deck renovation at Fisher Manor in Grasonville under a local-vendor preference of 10% or $50,000 (whichever is less), with bids due August 27, 2026 at 2:00 p.m. at the Kramer Center in Centreville. Award will be made to the lowest responsible and responsive local-vendor bidder, provided the bid does not exceed other lowest bids by more than the applicable preference amount.
The scope includes removal and replacement of decks, stairs, railings, joists, and concrete footings across five residential buildings and the main office building, totaling 3,250 square feet of deck area. Work incorporates treated Southern Pine lumber, stainless steel fasteners, and concrete footings designed per the 2021 International Residential Code and Queen Anne's County building codes to support 60 psf live load, 114 mph basic wind speed, and 25 psf ground snow load. Building 5 requires installation of a 20-foot-long by 36-inch-wide aluminum wheelchair ramp with aluminum handrails and concrete footing extensions, fully compliant with current ADA code. Contractors must field-verify dimensions, obtain all necessary permits, coordinate inspections, and maintain full-time access during construction. An Add-Alternate 1 permits composite deck boards in lieu of treated wood.
Contract time is 60 calendar days from Notice to Proceed, with final completion within 10 days thereafter. Liquidated damages are $250 per calendar day for delays. Bids must remain firm for 60 days. Bid security of 5% of total bid is required for contracts exceeding $100,000; performance and payment bonds, each at 100% of bid, are due within 14 days of award for contracts over $100,000. A pre-bid meeting was held August 13, 2026. Funding is provided by county funds. MBE participation is highly encouraged but not mandatory. No wage-scale requirements apply.
