About this opportunity
First Step House is requesting bids on gutter and siding replacement for a duplex at 406 & 410 N 800 W, Salt Lake City, under a federally financed Community Development Block Grant (CDBG) project, with bids due November 4, 2026 at 3:00 p.m. via Bonfire/U3P and a mandatory pre-bid meeting on October 21, 2026 at 10:00 a.m. at the project site. This is a prevailing-wage project under the Davis-Bacon Act, establishing an eligibility and cost filter; all contractors and subcontractors must comply with certified payroll documentation, Section 3 employment benchmarks (25 percent of labor hours by Section 3 workers, 5 percent by targeted Section 3 workers), and federal labor standards including paid sick leave per Executive Order 13706.
The scope includes removal and disposal of existing siding, gutters, and downspouts; installation of new house wrap, flashing, vinyl siding with trim (minimum 0.044" thickness), 6" seamless aluminum K-style gutters (0.032"), 3" × 4" aluminum downspouts with extensions, and micro-mesh gutter guards on all gutters. The building remains occupied and operational during construction. All prime contractors must obtain a Unique Entity ID and register on SAM.gov; subcontractors must be verified as non-debarred. Bid Bonds and Performance and Payment Bonds equal to 100% of contract amount are required for projects exceeding $50,000. Insurance certificates naming the Owner as additional insured must be submitted within ten days of award.
The project must be completed within 30 consecutive calendar days after Notice to Proceed. Liquidated damages are assessed at $200.00 per day following the established completion date. Change-order markup is capped at 10% for overhead and profit. A two-year workmanship warranty is required. The contractor bears responsibility for obtaining all required permits and performing lead-safe practices if required. Payment will not be made until all work is complete and all CDBG compliance paperwork has been approved by Salt Lake City, though partial progress or 50% material payments may be made with owner and city approval. Questions are due October 27, 2026 at 10:00 a.m. via email to khamlet@firststephouse.org.
