About this opportunity

The State of Oregon Department of Environmental Quality (DEQ) is requesting quotes for onsite classroom training in adult first aid, cardiopulmonary resuscitation (CPR), and automated external defibrillator (AED) use under RFQ S-34000-00017433, with proposals due October 30, 2026. DEQ will apply a 10 percent price adjustment for evaluation purposes for Oregon Small Business Enterprises (OSBEs) registered with the Certification Office of Business Inclusion and Diversity (COBID); DEQ also encourages participation of minority, women, and emerging small business enterprises but does not impose a set-aside or mandatory participation goal.

Training must be delivered at ten DEQ office locations throughout Oregon (Portland, Hillsboro, Bend, Medford, Coos Bay, Pendleton, The Dalles, Eugene, Salem, and one additional Eugene location) using the American Heart Association Heartsaver First Aid with CPR and AED curriculum. Instructors must hold current American Heart Association instructor certification. Classes are sized between three and twelve participants, begin at 8:30 AM, and include two fifteen-minute breaks and a one-hour lunch period from 12:00 PM to 1:00 PM Pacific Standard Time. DEQ estimates approximately 200 employees per year requiring training.

Bidders must submit all-inclusive per-person pricing stratified by class size (three participants; four to eight participants; nine to twelve participants) across three geographic regions (Portland Metropolitan, Eastern, and Western), plus fixed-dollar class cancellation fees for varying notice periods. The contractor supplies American Heart Association student workbooks, Laerdal Pocket Masks, CPR mannequins, certificates, and all required handouts and equipment; DEQ provides training rooms, furnishings, and Philips HeartStart OnSite training defibrillators. No travel reimbursement is provided.

The initial contract term is two years, with a maximum total term not to exceed five years. Contractors must maintain commercial general liability of not less than $1 million per occurrence, automobile liability of $1 million, professional liability of $1 million per occurrence, and workers' compensation insurance. Award is made to the responsive, responsible bidder with the lowest evaluated price. Proposals must be submitted electronically via OregonBuys.
