The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is issuing a Request for Bid (RFB) for a one-time purchase order contract to procure firefighter turnout gear. The procurement seeks 20 jacket shells, 20 light straps with microphone clips, 20 name tags, and 20 pant shells that meet or exceed NFPA 1951 technical rescue personal protective clothing standards. The jackets must be wildland-style in black/tan coloring with two inside chest pockets, two side pockets with zippers, reinforced elbows, Dupont Nomex wristlets, and 3M FR comfort trim in red/orange. The pants must be wildland DUO color with red/orange trim, thigh pockets, side pockets with zippers, reinforced knees and cuffs, and a reverse boot cut design. Delivery must be completed within 60 days of purchase order receipt to the NH Fire Standards & Training facility at 98 Smokey Bear Boulevard, Concord, New Hampshire 03301. The bid closing date is May 8, 2026, at 2:00 PM Eastern Time, with questions due by May 1, 2026, at 4:00 PM. All pricing must be firm in U.S. dollars on an FOB Destination basis, with delivery costs included in the bid price and no additional charges, surcharges, or fuel fees permitted. The successful vendor must warranty all equipment for a minimum of one year or the manufacturer's standard period, whichever is greater, covering 100 percent of parts, shipping, labor, travel, lodging, and expenses.
The RFB document does not specify any set-aside designations or restrictions limiting participation to specific enterprise categories or disadvantaged business enterprises. No incumbent vendors or current contractors are identified in the procurement materials. Vendors must submit a completed New Hampshire Vendor Application Package prior to award and comply with all state and federal laws, including environmental regulations requiring notification if products contain mercury or PFAS substances. Payment will be made 30 days after invoice receipt or item delivery, inspection, and acceptance, whichever is later, via ACH transfer. The State reserves the right to reject any or all bids and award by item, part, or portion. The bid is valid for 180 days from the closing date. No specific budget or award value range is disclosed in the RFB.
