About this opportunity

The Maine Air National Guard's 101st Civil Engineer Squadron is requesting quotes for fire suppression system repairs at Bangor Air National Guard Base, with bids due November 17, 2010. The procurement is conducted through the State of Maine's AdvantageME Vendor Self Service system; questions must be submitted at least 24 hours prior to bid closing.

The scope encompasses nineteen work orders across sixteen buildings (417, 423, 486, 488, 493, 510, 512, 513, 514, 515, 518, 532, 536, 537, 538, and 542). Primary tasks include replacing aging sprinkler gauges over ten years old with certified and calibrated replacements; rebuilding an alarm valve in Building 514 with new rubber parts; unplugging auxiliary sprinkler drains in Building 542; adding auxiliary drains at low points and exterior doors in Building 515; and installing new sprinkler heads to spare boxes and under-stairs locations in Buildings 493 and 514. Contractors may submit a single quote for all listed work items.

All new materials and components require Contracting Officer Representative approval (CMSgt. James Winchenbach) prior to installation. Contractors must submit State of Maine licenses and a submittal sheet on gauges at bid time. Compliance with UFC 3-600-02 and the Buy American Act is mandatory. Work must meet OSHA standards, Base Fire Regulations, and Federal and State of Maine environmental protection requirements. Contractors assume all salvage rights, are responsible for waste removal and site cleanup, and must protect existing buildings and grounds against damage. The government provides reasonable utilities at no cost; contractors bear the cost of installing and removing temporary connections.

Awards go to the lowest responsible bidder offering best value, with tie-bid preference favoring in-state vendors or those offering commodities produced or manufactured in Maine. Bid prices must include all transportation, freight, and delivery costs. Cash discounts of 20 days or longer are evaluated; shorter discounts are not. The state reserves the right to accept alternate commodities of approved equal quality with complete descriptive literature and to increase or decrease quantities by up to 10%.
