About this opportunity

The City of Olathe, Kansas Infrastructure Department is soliciting Statements of Qualifications from design-build teams for the Fire Station No. 1 Remediation project (Project No. 6-C-044-26), with qualifications due November 17, 2026 at 5:00 p.m. local time. Firms must be authorized to do business in Kansas and must demonstrate design-build delivery experience on projects of similar function and complexity, particularly fire station facilities, foundation remediation, and renovation work.

The scope covers programming, planning, design, and construction services to remediate Fire Station No. 1 at 505 E. 56 Highway in Olathe, a 24/7 staffed facility in Johnson County. Required work includes foundation stabilization to correct subslab settling, expansion of bunk rooms from 10 to a minimum of 12 sleeping rooms, and locker room improvements addressing safety, accessibility, and operational concerns. The selected design-builder must secure performance and statutory bonding capacity for project costs up to $25,000,000 and maintain the minimum insurance specified. The City will use DBIA Document No. 530 with modifications.

Total project funding is $2.21 million, including design, construction, development costs, bonds, insurance, and design-builder fees. The anticipated timeline runs programming through February 2027, design through June 2027, bidding and Guaranteed Maximum Price approval in July and August 2027, and construction from August 2027 through the third quarter of 2028.

Qualifications will be scored across four criteria totaling 100 points: Management Capabilities, Relevant Project Experience, Personnel, and Overall Quality/Responsiveness. The top three ranked candidates will be invited to interview. Final selection will be based on the team demonstrating the most qualifications and best value to the City, with negotiation to follow. Submissions require seven bound copies plus one electronic PDF copy.

Qualifications review completes November 24, 2026, and short-listed teams are notified November 25. A pre-interview walkthrough occurs December 1, interviews take place the week of December 7, and the preferred team is notified by December 14. Negotiations are anticipated December 15 through 21, with City Council award targeted for January 5, 2027 and project kick-off the week of January 11, 2027.
