THE CITY OF OLATHE, KANSAS

INVITATION FOR REQUEST FOR QUALIFICATIONS

INTRODUCTION

Located in the Kansas City metropolitan area, the city of Olathe, Kansas (“City”) is located approximately 20 miles southwest of downtown Kansas City. Today, Olathe covers an area of approximately 60.5 square miles, with a total future growth area of approximately 90 square miles. With a population of approximately 157,000, Olathe is the second-largest city in Johnson County. For additional information regarding the city of Olathe, please refer to the city of Olathe website at www.olatheks.gov.

Olathe Fire Station 1 serves as critical infrastructure for the City’s first-response system and must remain in proper operating condition. Unidentified subgrade settling is causing the east end of the facility to “fall away” from the structure. This directly affects bunk room and locker room spaces. They now face safety and operational issues related to cracks in the concrete foundation, which have caused significant height differentials in common-area walking paths and caused bunk room walls to become disconnected from the floor slab. These conditions make the bunk room space non-compliant with ADA accessibility standards and create trip hazards for Fire Department staff.

Cracks in the resinous floor coating in the locker room and restroom areas could allow moisture infiltration, creating conditions conducive to mold growth and further deterioration of the underlying slab and finishes. Quality-of-life improvements in the bunk rooms and locker rooms are also needed to provide adequate, equitable, and functional living and working spaces for City Fire staff during extended shifts. Improvements to the building foundation, bunk rooms, and locker rooms will address immediate safety, accessibility, and operational concerns; reduce the risk of more extensive and costly damage; and appropriately extend the useful lifespan of Olathe Fire Station 1 to support

Fire Department operations while awaiting funding for replacement of the facility. A critical component of this project is to identify and remediate the cause of the under slab settling.

The City seeks qualification proposals from highly qualified progressive design-build teams interested in providing comprehensive programming, planning, design, and construction services for the renovation of these spaces. The successful team will have highly qualified personnel with extensive experience and expertise, having previously provided full-service programming, planning, design, and construction services for projects of similar scope and purpose as these underutilized spaces. Additionally, the City seeks a design-build team comprised of firms and personnel with proven work experience delivering projects utilizing the design-build delivery method.

The City invites interested and qualified design-build teams desiring to be considered as the Design-Builder for this project to submit a statement of qualifications. Firms considering this request for qualifications are encouraged to thoroughly review this document to familiarize themselves with the instructions, information, procedures, and requirements contained herein. Statements of Qualifications must be prepared and submitted per the criteria and procedures established in this request for qualifications.

City of Olathe, Kansas 4 October 29, 2026

BACKGROUND

The Olathe Fire Department (OFD) was established in 1871 and provides an array of emergency and nonemergency services. The OFD Mission Statement is “to protect and preserve life and property through dynamic emergency response and excellence in training, preparedness and prevention.” The OFD staffs nine strategically located fire stations to provide emergency services throughout the city. Fire stations are staffed 24-hours a day and 7 days a week with a minimum of 43 multi-role firefighters. In addition, OFD facilities include the Fire Administration

Headquarters, Olathe Fire Academy (training facility) and Olathe Fire at Ironwood (equipment maintenance facility). The OFD accomplishes its goals with 210 members (both sworn and civilian in 2026), the department works efficiently to provide the highest quality of service to community members with an ongoing goal of continuous improvement.

Emergency services provided by the OFD include fire suppression (e.g., single-family homes, multi-family dwellings, commercial properties, motor vehicles, on-the-rail, aircraft, wildland), emergency medical care, technical rescue

(e.g., trench, confined space, swift water, breaking and breaching heavy objects, building collapse), hazardous materials mitigation (e.g., chemical leaks, releases or spills), explosive ordinance disposal (bomb squad), and more.

In Olathe, every firefighter is an emergency medical technician or a paramedic who provides basic and advanced life support services for those who are ill or injured. Non-emergency services include mobile integrated healthcare, homeland security and emergency management, public education, fire and life safety inspections, plan review and more. The OFD is accredited by the Commission on Fire Accreditation International and has a Class 1 rating from the Insurance Services Office (ISO). .004% of fire departments in the US are both accredited and have a Class 1 ISO rating.

The Fire Station 1 building, located at 505 E. 56 Hwy., was built in 1983 as part of the Olathe Public Safety Campus project that included the Police department administration building. Fire Station 1 serves a population of approximately 22,500 in its initial response area, covering around 8,500 households. Daytime population is estimated to be over 30,000 with over 1,670 businesses in the coverage area. With an original size of 12,400 s.f., Fire Station houses two crews (ladder truck and heavy rescue) and a fire battalion chief. Fire Station 1 sits adjacent

City of Olathe, Kansas 5 October 29, 2026 to the Fire Administration Headquarters building. Fire Station 1 underwent a modernization project in 2012 and

2023, updating the sleeping rooms (2012) and the kitchen, dining, day and battalion chief office and battalion chief sleeping rooms (2023) to meet current Olathe fire department standards.

Fire Station 1 houses a minimum of ten members on each 24hr shift, totaling 240 staff hours each calendar day. Fire Station 1 is the headquarter station for the department’s Special Operations Group (SOG). This designation is significant as there is an extensive amount of specialty equipment and apparatus housed on site ready for technical service calls.

In 2022, Fire Station 1 was disconnected from the public safety facility when the police department demolished and rebuilt police headquarters. Failing subgrade of expansive soils was the catalyst for the reconstruction of police headquarters. Fire Station 1 has been experiencing the same failing subgrade soil conditions, foundation and building movement as well as end of life MEP infrastructure found at the police headquarters. The facilities maintenance staff have determined the facility to be at end of life. Currently there are 10 bunkrooms; the space was remodeled to include these in 2012. Work needs to be done to raise, stabilize, repair and increase sleeping capacity from ten to a minimum of 12 sleeping rooms. Inadequate locker room conditions need to be addressed to support the men and women who work at the facility. Olathe fire department standards for membership quality of life at its facilities are of primary focus and currently being implemented at all existing stations.

A geotechnical study was conducted in 2023 (attached as Exhibit B).

City of Olathe, Kansas 6 October 29, 2026

PROJECT GOALS AND BUDGET

This project seeks to provide a safe, pragmatic, aesthetically pleasing, size appropriate, and comparable space that fits within the current portfolio of fire space within the City. The City’s total project funding for the renovation of both spaces (combined) is currently established at $2,210,000, including the design and construction of the facility,’ development, bonds, insurance, and design-builder fees.

The Fire Department would like to investigate adding 2 more bunkrooms to the facility, improve the locker rooms, and most of all, resolve the settling issue under the facility.

PROJECT SITE MAPS

The following maps illustrate the project’s location and general surrounding area.

City of Olathe, Kansas 7 October 29, 2026

DESIGN-BUILD DELIVERY METHOD

The City has selected the Design-Build delivery method for the design and construction of this project. This delivery method has been selected in order to achieve the following objectives:

1. To bring together design and construction firms with proven design-build experience as well as the design and construction experience and expertise required for this project to work in a collaborative, team-oriented environment to achieve the City’s goals for the project successfully.

2. To accelerate the planning, design, and construction processes in order to meet the City’s schedule requirement for owner occupancy.

3. To utilize the expertise and resources of the entire design and construction team during the planning and design phases to evaluate design decisions being considered and how those decisions may impact cost, quality, and schedule; to advise on constructability issues and alternate construction methods/materials that may benefit the Owner in areas such as cost, construction efficiencies, operational efficiencies, product durability, etc.; and to utilize the expertise and resources of the entire design and construction team during the planning and design phases to provide ongoing reviews of the project scope and budget to verify the project scope and budget are in balance.

4. To provide opportunities for concurrent design and construction activities to the extent such concurrent activities are deemed appropriate and beneficial to the Owner and the project.

SELECTION PROCESS

The City intends to contract with a design-build team that will be responsible for all aspects of the project's planning, design, and construction. The ideal design-build team for this project will be the team that:

1. Demonstrates experience having successfully planned, designed, and constructed office renovations with similar characteristics.

2. Demonstrates a thorough understanding of the design-build delivery method, including the inherent relationships between the owner and design-build team;

3. Demonstrates past experience delivering projects utilizing the design-build delivery method;

4. Demonstrate the ability and experience to effectively work in an environment that embraces collaboration and teamwork between all parties to achieve the City’s goals for this project;

5. Demonstrates a thorough and appropriate approach and proven processes using this delivery method for the management of this type of project and the nature of the expected work;

6. Proposes assigning highly qualified and experienced personnel to the project and committing to maintaining the identified personnel throughout the duration of the project.

This document further defines the general scope of services expected of the selected team. The City will use a multi-step process to evaluate all candidates and select the design-build team for this project. The process will include a review of qualifications followed by interviews with the short-listed Candidates, and a review of cost proposals.

The City will receive and review statements of qualifications in response to this RFQ. Statement of qualifications will be evaluated by an evaluation committee composed of City staff. Members of the evaluation committee will independently review and rate each qualification submittal based on the listed criteria to determine which

Candidates best demonstrate themselves as the most qualified and capable of providing the services required of the project. The evaluation committee will develop a short-list of those candidates thought to be the most qualified and capable of performing the work required of this project. Qualifications alone will narrow the field of candidates to a short-list. The short-list is anticipated to be the three highest-ranked teams; however, the City reserves the right to increase or decrease this number based on the quality of the qualifications submitted. The short-listed Candidates will then be invited to interview with the evaluation committee in order for the Committee to examine further the personnel, qualifications, capabilities, management processes and approach, etc. of each Candidate.

City of Olathe, Kansas 8 October 29, 2026

Final scoring and ranking of the short-listed Candidates, along with other information deemed appropriate by evaluation committee members, will be considered as the committee seeks consensus when determining the preferred firm for this project. If, in the evaluation committee’s opinion, there is a clear and obvious choice as to the most qualified Candidate based upon the information submitted in the Statement of Qualifications, the committee may select the Candidate for the services required for this project based upon the Committee’s evaluation of the Candidate’s submittal and without conducting interviews. The Candidate selected for this project will be the one who best demonstrates to the evaluation committee as being the most qualified and capable of providing the services required of the project in a timely and cost-effective manner.

CONTRACT

The City anticipates utilizing Design-Build Institute of America (DBIA) Document No. 530, Standard form of

Agreement Between Owner and Design Builder – Cost Plus Fee with an Option for a Guaranteed Maximum Price, with modifications by the City, and Document No. 535, Standard Form of General Conditions of Contract Between

Owner and Design-Builder, with modifications by the City. The contract and general conditions will be provided to the short-listed candidates. Any changes requested to this contract must be submitted in writing to the City at the time of the interview. If no comments are submitted, it is understood that the design-build team is in agreement with all terms in the agreement and general conditions, and the terms in the agreement and general conditions will not be modified after the project is awarded.

The City will enter into an agreement with the selected Design-Builder to begin all project programming, planning, and design. Once the project scope, requirements, plans, and specifications have been adequately developed to the satisfaction of the City, the Design-Builder will then be required to submit to the City a Guaranteed Maximum Price

(GMP) for the construction of the project. The City will then consider approval of an amendment to the agreement with the Design-Builder to authorize construction of the project.
