About this opportunity
The City of Phoenix is requesting sealed bids for the design-bid-build construction of Fire Station 7 under its 2023 General Obligation Bond Program, with bids due October 13, 2026 at 2:00 p.m. at the Design and Construction Procurement Bid Box on the first floor of Phoenix City Hall. A Small Business Enterprise subcontracting goal of 13% has been established for this project.
The scope encompasses a two-story fire station of approximately 18,000 gross square feet at 8907 N. 3rd Street on a 1.6-acre city-owned property. The facility will include four apparatus bays, a minimum of 16 dormitories, kitchen, dining area, day room, individual restrooms, exercise space, whole-station generator, and above-ground diesel fuel island. Site work encompasses parking, hardscape, landscape, irrigation, and security lighting. Bidders must comply with all applicable building codes, fire service standards, and municipal requirements outlined in the bid documents. The design-bid-build delivery method is specified (OpenGov Project ID FD57100030).
The anticipated construction cost is approximately $12 million, funded through the GO Bond program. The contract will be awarded to the lowest responsive and responsible bidder; the City reserves the right to reject all bids.
All bidders must be registered in the City's Vendor Management System and possess a valid Arizona Contractor's License and City of Phoenix Privilege License prior to bidding. Bid bonds or certified checks equal to 10% of the total bid amount, executed by a surety rated A- or better by A.M. Best for the prior four quarters, are required. Performance and labor-material bonds equal to 100% of the contract amount, comprehensive general liability insurance with $2 million general-aggregate limits, and builders' risk insurance equal to the initial contract amount plus change-order coverage are mandatory. The three lowest bidders must submit a complete list of all subcontractors and suppliers within three calendar days of bid opening by 5:00 p.m. Bidders must acknowledge all addenda and comply with prevailing wage, heat safety mitigation, equal employment opportunity, and immigration requirements.
A pre-bid meeting is scheduled for 1:00 p.m. on September 29, 2026, at Phoenix City Hall Conference Room 5 West, with remote attendance available via Microsoft Teams. The Invitation for Bids packet is available for download from the e-Procurement Portal beginning September 17, 2026. Bids will be opened and read immediately following submission on October 13, 2026, in Room 5 West of Phoenix City Hall.
