About this opportunity

The City of Johns Creek is soliciting architectural engineering design services for Fire Station #63 and a Police Substation, with proposals due July 24, 2023 at 2:00 p.m. and a mandatory pre-bid meeting held July 10, 2023. This is a completed procurement — Croft & Associates, Inc. was awarded the contract on September 25, 2023 for $308,398.00.

The scope encompasses pre-design services, existing conditions documentation, schematic design (30% drawings), design development (60% drawings), and final construction documents for a combined fire and police facility to be located at 9880 Brumbelow Road in Johns Creek, Georgia, adjacent to Newtown Park. The facility will include individual bunk rooms for eight firefighters, restrooms, fire equipment storage areas, and low-voltage systems design. The City will provide all boundary, topographic, utility, and tree surveys under a separate contract. Security system design is excluded from scope. Detailed specifications for bunk rooms, restrooms, and storage will be finalized during programming with the selected firm. LED lighting is desired with openness to sustainability features such as rainwater cisterns.

All offerors must hold professional architectural licenses valid in Georgia, comply with E-Verify requirements, and maintain comprehensive general liability insurance of $1 million per person / $2 million per occurrence, statutory workers' compensation insurance with $500,000 employer's liability limits, and professional liability insurance of $2 million per occurrence and in aggregate.

Technical proposals are evaluated on 80 points distributed across Demonstrated Understanding of Project Scope and Expected Results (25 points), Demonstrated Ability to Deliver High-Quality Designs and Construction Documents (25 points), Relevant Experience of Offeror and Proposed Personnel (10 points), Qualifications and Level of Involvement of Proposed Project Manager (10 points), and Reasonable Schedule with Aggressive and Achievable Milestones (10 points). Cost proposals are weighted at 20 points, with the lowest-priced proposal receiving maximum cost points. Offerors must submit a total all-inclusive lump sum cost proposal with detailed breakdown by project phases. The City of Johns Creek allocated $2 million for construction funding but anticipates additional funding will be required.

Questions were due July 17, 2023 at 5:00 p.m. Six technical proposals were received from Croft & Associates Inc., Jericho Design Group, LDD Blueline, McMillan Pazdan Smith, Onyx Creative Inc., and Wiley/Wilson. The contract requires non-discrimination compliance under Title VI of the Civil Rights Act of 1964 and affirms that disadvantaged business enterprises will be afforded full opportunity to submit bids without discrimination based on race, color, national origin, or sex.
