About this opportunity

Hillsborough County, Florida is conducting a sole source procurement for Fire Hydrants OEM CLOW Parts and Accessories through Core & Main LP, the exclusive authorized distributor for Clow Valve Company products in the Tampa Bay area. The procurement covers a three-year period from April 1, 2026 through March 31, 2029, and is authorized under Section 3-205(2)(e) of the County's Procurement Policy. The specific deliverables include 20 safety flanged risers for 5-1/4 medium Clow hydrants, 6 twelve-inch hydrant extensions with stainless steel fasteners, 8 six-inch hydrant extensions with stainless steel fasteners, 26 main valve repair kits for 5-1/4 Clow hydrants, and 50 M10 safety steel couplings, along with $2,500.00 in additional unlisted items available at a 10% discount. The key objective is to ensure timely maintenance and repair of the County's fire hydrant infrastructure while maintaining reliability, operational integrity, and regulatory compliance standards. The Notice of Intent was posted on March 25, 2026, with a challenge deadline of April 1, 2026; absent any challenges, the award will be made after the close date. Although this is a sole source procurement not subject to competitive bidding, contractors able to provide the identified OEM parts may submit clear and convincing information challenging the intended award by April 1, 2026 through the EUNA Procurement submission section to demonstrate that bona fide competition exists.

This procurement is exempt from the Registered Small Business Encouragement Program requirements, and no set-aside designations have been applied. Core & Main LP, located at 6525 US Highway 301 North in Tampa, Florida, is the incumbent and intended sole award vendor as the exclusive authorized distributor for Clow Valve Company OEM products serving Hillsborough, Pinellas, and Pasco Counties. The County has determined that OEM parts are necessary for proper integration with existing fire hydrant infrastructure, as the use of non-OEM parts would compromise the reliability and operational integrity of the system. Funding is provided through the Water Resources Department's operating budget, and the County has verified that the quoted pricing is fair and reasonable based on previous costs for similar parts and the departmental estimate. The estimated total contract award value is $33,806.86, comprising $31,306.86 in listed parts and $2,500.00 for additional unlisted items at a 10% discount. The contract includes no renewal periods or unilateral extension options, though the County reserves the right to extend the time period, adjust the scope of services in response to changing conditions, and increase the resulting award accordingly.
