This is a sole-source notice under Section 3-205(2)(b) of the County's Procurement Policy. Siemens is designated as the sole provider capable of servicing the County's proprietary fire alarm systems based on its status as the equipment manufacturer, exclusive access to proprietary software and firmware updates, factory-trained and certified personnel, and 24-hour call center support with local technical resources.
The scope covers ongoing and as-needed maintenance, monitoring, and repair for fire alarm systems at County Center, Edgecomb Courthouse, Water Resources, and an additional County facility. Services include annual smoke detector sensitivity testing, fire alarm system testing and inspection, central station monitoring, and component repair and replacement. Equipment covered spans 383 addressable smoke detectors, 195 duct detectors, 147 pull stations, 1,505 speakers or horns, 51 strobes, and associated components. Services commence October 7, 2026, with 24/7 coverage, two-hour response time for phone and online support, and four-hour response time for onsite emergency response. The base annual maintenance and monitoring fee is $56,125.00, with the estimated total including labor at various rates (standard, overtime, and Sunday/holiday), trip charges of $120–$145 per hour, on-site support at $50 per hour, remote technical support at $40 per hour, and parts and materials at a $1.00 discounted per-item rate. Service discounts include 20% labor and 25% materials for contract work.
The County reserves the right to extend the term, adjust the scope, and increase the award amount. Contractors claiming capability to provide all identified proprietary parts, goods, and services may submit challenges through the EUNA Procurement system by September 24, 2026. The County will evaluate properly submitted challenges to determine whether bona fide competition exists and whether to conduct a competitive solicitation.
