About this opportunity
Dorchester County is soliciting quotes for a complete fire alarm control system replacement at the Human Services Building, 500 North Main Street, Summerville, South Carolina, with quotes due September 25, 2026 at 2:00 PM. The procurement is being conducted as an informal RFQ with no set-asides identified. A mandatory pre-proposal meeting and site visit is scheduled for September 9, 2026 at 10:00 AM at the project location.
The scope encompasses design, engineering, labor, supervision, equipment, materials, programming, wiring, permits, inspections, testing, documentation, training, and all incidental work to furnish a complete and fully operational fire alarm system for the approximately 35,331-square-foot two-story facility. The existing notification appliances (horns and strobes) are to remain in service and must be integrated with the new system. All work must comply with NFPA 72, the National Fire Code, South Carolina Building Code, and local ordinances. The contractor must provide system testing, commissioning, as-built drawings, operation manuals, and one-year minimum warranty on labor and installation prior to substantial completion.
Final completion must be achieved within sixty calendar days following issuance of the Notice to Proceed. Contractor must quote a lump sum price including all design, engineering, labor, equipment, materials, programming, demolition, disposal, permits, inspections, coordination, training, documentation, overhead, profit, transportation, and taxes—excluding only ongoing monitoring-service charges billed directly by the monitoring provider, Convergint.
Minimum qualifications include proper South Carolina licensure, manufacturer authorization for proposed equipment, completion of at least three similar projects within the previous five years, and ability to deliver within the sixty-day timeline. Required insurance includes General Liability of $1,000,000, Automobile Liability of $1,000,000, Workers' Compensation as required by South Carolina law, and Professional Liability of $1,000,000 per occurrence. The contract will be awarded to the lowest responsive and responsible quoter. Questions are due September 14, 2026 at 8:00 AM. Manufacturer warranties must be transferred and registered in the County's name.
