1. SECTION ONE: SCOPE OF WORK/SPECIFICATIONS

1.1. Procurement Method

Informal Request for Quotes: This solicitation is being conducted as an informal Request for Quotes

(RFQ) in accordance with Dorchester County's applicable small/informal purchase procedures. This solicitation is not a formal Invitation for Bids (IFB) or Request for Proposals (RFP). Quotes will be evaluated for responsiveness to the requirements of this RFQ and responsibility of the Quoter. Award, if made, will be to the lowest responsive and responsible Quoter based upon the Total Base Quote.

Quote Opening: Quotes will remain electronically sealed in OpenGov until the submission deadline. This is an informal Request for Quotes; therefore, no public opening will be conducted. Quotes will be opened and reviewed administratively by Purchasing Services following the submission deadline.

Basis of Award. The County intends to award a contract to the lowest responsive and responsible quoter whose quotation meets the solicitation requirements.

A. For purposes of determining the lowest quotation, the County will evaluate the Total Lump Sum Price shown on the Pricing Form.

B. A responsive quotation is one that materially complies with the solicitation requirements. A responsible quoter is one that possesses the experience, qualifications, licenses, personnel, equipment, resources, manufacturer support, and ability necessary to complete the Work successfully within the required time.

C. Before award, the County may:

1. Verify licenses, qualifications, references, and manufacturer authorization;

2. Request clarification of submitted information;

3. Confirm that the proposed system satisfies the performance and compatibility requirements;

4. Review proposed exceptions, exclusions, or proprietary restrictions;

5. Require evidence of equipment availability and the ability to meet the completion deadline; and

6. Determine whether the quotation includes all Work necessary for a complete and operational system.

D. A request for clarification will not permit a quoter to materially alter its quotation or change its price after the quotation deadline.

E. The County reserves the right to reject any quotation that:

1. Does not comply with material solicitation requirements;

2. Takes an unacceptable exception to the Scope of Work;

3. Proposes equipment that is incompatible with components remaining in service;

4. Does not demonstrate the ability to complete the Work within 60 calendar days;

5. Omits required work or includes material pricing exclusions;

6. Contains unacceptable service, programming, or licensing restrictions; or

7. Is submitted by a quoter determined not to be responsible.

F. The County reserves the right to reject any or all quotations, waive minor informalities or irregularities, request additional information, and make the award determined to be in the County’s best interest, subject to applicable procurement requirements.

1.2. Project Overview

Dorchester County is soliciting quotations from qualified and properly licensed contractors to provide a complete, turnkey replacement of the existing fire alarm control and detection system at the Dorchester

County Services Building located at:

500 North Main Street

Summerville, South Carolina 29483

The facility is a two-story building containing approximately 35,331 square feet. The information provided regarding the facility and existing system is for general reference. Pages from the building's mechanical plans are included as attachments and are for reference only. The Contractor shall verify all dimensions, quantities, equipment, interfaces, and existing conditions necessary to complete the Work.

1.3. General Requirements

The Contractor shall furnish all labor, supervision, design and engineering services as required, equipment, materials, tools, transportation, programming, wiring and connections, permits, plan review, inspections, testing, documentation, training, and incidental work necessary to provide a complete and fully operational fire alarm system.

The Work includes, but is not necessarily limited to:

1. Evaluating and documenting existing conditions.

2. Designing the replacement fire alarm system as required.

3. Preparing all required plans, shop drawings, calculations, product data, and permit submittals.

4. Obtaining all required permits and approvals.

5. Furnishing and installing the new fire alarm control and detection system.

6. Integrating the new system with existing notification appliances and other applicable building systems.

7. Programming, testing, commissioning, and obtaining acceptance of the completed system.

8. Removing and properly disposing of equipment being replaced.

9. Repairing and restoring surfaces disturbed by the Work.

10. Providing system documentation, training, warranties, and closeout materials.

The Contractor shall provide all items and services reasonably inferable as necessary for a complete, operational, code-compliant system, whether or not each item is specifically identified in this Scope of

Work.

1.4. Existing Conditions and Equipment to Remain

The project consists of replacing the existing fire alarm control and detection system. Existing notification appliances, including horns and strobes, are intended to remain in service and shall be integrated with the new system.

The building is currently protected by an automatic sprinkler system. Replacement, repair, or modification of the sprinkler system itself is not included in the Scope of Work. The new fire alarm system shall, however, properly interface with and monitor the existing sprinkler system as required by applicable codes and the Authority Having Jurisdiction.

Existing wiring, conduit, raceways, notification appliance circuits, and other infrastructure may be reused only where the Contractor determines that the components:

1. Are compatible with the proposed system;

2. Are in serviceable condition;

3. Comply with applicable codes and standards; and

4. Comply with the proposed equipment manufacturer’s requirements.

The Contractor shall inspect and verify the condition and compatibility of existing equipment and infrastructure during the mandatory site visit. Any wiring, interface components, or infrastructure that cannot be reused shall be identified and included in the Contractor’s Lump Sum Price when reasonably discoverable through site inspection and ordinary testing.

If a retained notification appliance is subsequently found to be defective despite not being reasonably identifiable during the site inspection, the Contractor shall notify the County before replacing it.

Replacement of an undisclosed, defective retained appliance shall not be performed as additional work without written authorization from the County. This provision does not apply to damage caused by the

Contractor.

1.5. System Integration

The new fire alarm system shall integrate with all existing building and life-safety systems requiring monitoring, communication, or control by the fire alarm system, including, but not limited to:

1. Existing horns, strobes, and other notification appliances;

2. HVAC equipment and required shutdown functions;

3. Elevator recall and related elevator functions;

4. Access-control systems and controlled door-release functions;

5. Automatic sprinkler system water-flow and valve-tamper devices;

6. Fire suppression or other life-safety systems, where applicable;

7. Remote annunciators; and

8. Existing supervising-station monitoring services.

The Contractor shall verify all existing interfaces and furnish all monitor modules, control modules, relay modules, power supplies, programming, connections, and other components necessary to maintain all required functions.

The facility’s existing fire alarm system is monitored by Convergint, and the County intends for

Convergint to continue monitoring the replacement system. Ongoing monitoring services are not included in this solicitation.

The Contractor shall furnish all equipment, programming, connections, testing, and coordination within its responsibility necessary for successful connection and communication with the County’s existing monitoring service. The County will be responsible for its ongoing monitoring agreement and charges billed directly to the County by its monitoring provider unless otherwise expressly stated.

1.6. Contractor Design Responsibility

This is a performance-based, turnkey project. The Contractor shall be responsible for inspecting the facility and determining the type, quantity, location, capacity, configuration, and compatibility of all equipment and components required to provide a complete and code-compliant system.

The County is not providing a prescriptive device count or requiring a specific manufacturer’s proposed design. Any information provided regarding the existing system or building is for general reference and shall not relieve the Contractor of responsibility for:

1. Conducting an independent site evaluation;

2. Verifying existing devices, circuits, pathways, and system interfaces;

3. Determining applicable code requirements;

4. Identifying equipment necessary for compatibility with components remaining in service; and

5. Including all required Work in its Lump Sum Price.

The Contractor shall immediately notify the County of any condition discovered during performance that materially conflicts with the conditions reasonably observable during the mandatory site visit.

1.7. Codes, Standards, and Approvals

The design, equipment, installation, testing, and completed system shall comply with all applicable federal, state, and local laws, codes, ordinances, standards, manufacturer requirements, and requirements of the Authority Having Jurisdiction.

Applicable requirements include, but are not limited to, the editions adopted and enforced at the time of permitting of:

1. South Carolina Building Code;

2. South Carolina Fire Code;

3. NFPA 70, National Electrical Code;

4. NFPA 72, National Fire Alarm and Signaling Code;

5. Applicable accessibility requirements; and

6. Requirements of the local Authority Having Jurisdiction.

The Contractor shall prepare and obtain approval of all required plans, shop drawings, calculations, product data, permits, and other submittals before commencing the applicable installation work.

The Contractor shall coordinate and successfully complete all required inspections and acceptance testing.

Final acceptance by the County will not occur until the system has received all required governmental and

Authority Having Jurisdiction approvals.

1.8. Equipment Requirements

The County has not standardized on a specific fire alarm manufacturer or proprietary platform. All equipment furnished under this Contract shall be:

1. New and unused;

2. Current-production equipment;

3. Listed and approved for its intended use;

4. Compatible with existing equipment that will remain in service;

5. Suitable for the facility and intended application; and

6. Supported by replacement parts and qualified service providers.

Used, refurbished, remanufactured, discontinued, or end-of-life equipment will not be accepted.

The proposed system shall not require the County to enter into an exclusive maintenance, monitoring, or service agreement with the installing Contractor.

The Contractor shall identify any proprietary software, programming tools, licenses, manufacturer authorization, or specialized credentials required to service or modify the proposed system. Any limitations on the County’s ability to obtain maintenance, programming, or repair services from other qualified contractors shall be clearly disclosed with the quotation.

1.9. Continuity of Fire Protection and Building Operations

The building may remain occupied and operational during performance of the Work. The Contractor shall coordinate its work schedule, system shutdowns, testing, and interruptions with the County’s designated representative.

The Contractor shall:

1. Provide reasonable advance notice of any planned system interruption;

2. Limit interruptions to the minimum duration necessary;

3. Coordinate any required fire watch or temporary protective measures with the County and Authority

Having Jurisdiction;

4. Maintain safe access to occupied portions of the building;

5. Protect County employees, visitors, property, and existing equipment; and

6. Keep work areas reasonably clean and secure.

The existing fire alarm system shall not be permanently removed from service until the required temporary protections or replacement-system functions have been coordinated and authorized.

Any service expected to cause excessive noise, disrupt normal operations, affect public access, or require shutdown of a building system shall be scheduled in advance with the County.

1.10. Removal and Restoration

The Contractor shall remove and properly dispose of fire alarm equipment being replaced unless the

County directs otherwise in writing.

The Contractor shall protect existing construction, finishes, utilities, and equipment. Any property damaged by the Contractor shall be repaired or replaced at the Contractor’s expense.

Openings, penetrations, abandoned device locations, and surfaces disturbed by the Work shall be properly sealed, patched, firestopped, repaired, and finished to match the surrounding area as closely as reasonably practicable.

The Contractor shall remove waste, packaging, unused materials, and debris generated by the Work and leave affected areas in a clean condition.

1.11. Testing and Acceptance

The Contractor shall perform all inspections and testing required by applicable codes, the equipment manufacturer, the Authority Having Jurisdiction, and the County.

Testing shall include, as applicable:

1. Initiating devices;

2. Existing notification appliances remaining in service;

3. Sprinkler water-flow and valve-tamper interfaces;

4. HVAC shutdown functions;

5. Elevator recall and related functions;

6. Access-control and door-release functions;

7. Supervising-station communications;

8. Primary and secondary power supplies;

9. Alarm, supervisory, and trouble signals; and

10. Other connected fire- and life-safety functions.

The Contractor shall correct deficiencies within its Scope of Work and repeat testing as necessary to achieve successful acceptance.

Final acceptance shall require:

1. Successful completion of required inspections and acceptance testing;

2. Approval by the Authority Having Jurisdiction;

3. Successful communication with the existing monitoring provider;

4. Correction of punch-list items;

5. Delivery of required closeout documents;

6. Completion of County personnel training; and

7. Demonstration of a complete and fully operational system.

1.12. Training and Closeout Documentation

Before final acceptance, the Contractor shall provide operating and basic troubleshooting training for

County-designated personnel.

The Contractor shall provide, at a minimum:

1. Approved shop drawings and submittals;

2. Record drawings showing the final installed configuration;

3. A complete device and address list;

4. Sequence-of-operations documentation;

5. Operations and maintenance manuals;

6. Manufacturer product data;

7. Inspection and acceptance-testing reports;

8. Permit and approval documentation;

9. Equipment and installation warranties;

10. Owner-level passwords and access credentials;

11. Programming and configuration files customarily provided to the system owner;

12. Software or license information applicable to the County’s operation of the system; and

13. Contact information for warranty and technical support.

Documentation shall be provided electronically in searchable PDF format. Editable or native-format programming and configuration files shall also be provided where applicable and legally transferable.

The County shall receive the owner-level information customarily provided to a system owner and reasonably necessary to allow the system to be inspected, tested, maintained, and serviced by other appropriately qualified and licensed contractors, to the extent permitted by the manufacturer and applicable licensing requirements.

1.13. Warranty

The Contractor shall warrant labor and installation for a minimum of one year following final acceptance unless a longer period is offered in the quotation.

Manufacturer warranties shall be transferred and registered in the County’s name. The Contractor shall provide copies of all warranty documentation at closeout.

Warranty service shall include correction of defects in materials, workmanship, programming, and installation at no additional cost to the County, excluding damage caused by misuse, unauthorized modification, or conditions outside the Contractor’s responsibility.

A mandatory pre-quote meeting and site visit will be held at the Dorchester County Services Building, 500 North Main Street, Summerville, South Carolina, on September 9, 2026, at 10:00 AM.

Because existing conditions materially affect system design, compatibility, installation methods, interfaces, and cost, attendance is required for quotation eligibility.

During the site visit, prospective contractors shall examine, as applicable:

1. The existing fire alarm control equipment;
