About this opportunity
The Metropolitan Airports Commission is requesting proposals to operate and manage a Financial Institution Branch Concession Agreement at Minneapolis-St. Paul International Airport, with proposals due January 12, 2027 and a mandatory pre-proposal conference on October 13, 2026 at 10:00 a.m. CT.
The scope encompasses one in-line traditional financial institution branch location and three automated teller machines on the mezzanine level in the Main Mall area. Proposers must meet minimum qualifications: five years of experience operating a financial institution branch in an airport or high-traffic location, no pending or previous legal actions preventing contract fulfillment, and a $10,000 proposal deposit. Operating hours are tentatively 8:00 a.m. to 4:00 p.m. Monday through Friday for the branch, with ATMs operational 24 hours daily. All design, construction, and tenant build-out costs are the lessee's responsibility; compliance with MAC Tenant Design Guidelines and MAC Design and Construction Standards is mandatory. Design and construction standards are incorporated by reference to the current version maintained at metroairports.org/doing-business/design-and-construction-standards. Proposers must obtain Concessions Planning and Implementation Team approval before permitting and construction.
The lease term is ten years, with anticipated construction turnover in Q1 2028 and expected opening in Q3 2028. Terminal rent is assessed at $96.55 per square foot for 2026, adjusted annually on January 1st, plus a minimum 50% percentage rent on all ATM out-of-network fees. The financial evaluation component (100 points) addresses rent structure; overall evaluation weighs Concept and Design Plan (200 points) and Management & Operations Plan (300 points) for a total of 600 possible points. The Operations, Finance & Administration Committee will consider the Review Team's recommendation on March 1, 2027, with full Commission approval expected by March 15, 2027. Written questions are due October 27, 2026 at 4:00 p.m. CT, with an addendum addressing all questions issued by November 10, 2026. Proposals must not exceed 15 pages excluding exhibits and attachments and be submitted as a single PDF.
