About this opportunity
The Metropolitan Airports Commission is requesting proposals to operate and manage a currency exchange concession at Minneapolis-St. Paul International Airport, with proposals due January 12, 2027, and a mandatory pre-proposal conference on October 13, 2026 at 11:00 a.m. CT via remote teleconference.
The concession will provide foreign currency exchange services, including buying and selling foreign currency banknotes and optional services such as international and domestic wire transfers, money orders, U.S. postage stamp sales, and cash advances. The leasehold space comprises approximately 200 square feet in two locations: an alcove at Arrivals South with expected operating hours 11:00 a.m. to 7:00 p.m., and Main South with hours 7:00 a.m. to 9:00 p.m. (both subject to MAC approval). The proposer is responsible for all build-out and furnishing. The facility must comply with MAC's Tenant Design Criteria and Design and Construction Standards, which address storefront layout, finishes, signage, lighting, security, accessibility, and point-of-sale system integration.
Proposers must demonstrate five years of experience operating a foreign currency exchange in an airport or high-traffic area and have no pending or previous legal actions that would prevent contract fulfillment. A $5,000 proposal deposit is required, submitted as electronic transfer, certified check, cashier's check, letter of credit, or proposal bond.
The five-year lease requires rent of a minimum of 4.25% of all turnover from foreign currency exchange transactions and ATMs, plus 4.25% of sales commissions from optional products and services, along with a utility fee of $0.45 per square foot per month. Storage and office space rent is calculated at half the current non-janitorial rate ($48.28 per square foot annually at Terminal 1; $43.73 at Terminal 2). The concessionaire pays Hennepin County property taxes billed directly. No minimum capital investment beyond leasehold build-out is required.
Evaluation employs 600 total points: financial offer (250 points), concept and design (100 points), and management and operations (250 points). Written questions are due October 27, 2026 at 4:00 p.m. CT. The Operations, Finance & Administration Committee will consider award recommendations on March 1, 2027, with final Commission approval scheduled for March 15, 2027. MSP operates 365 days per year with over 36 million passengers annually and serves as a hub for Delta Air Lines.
