About this opportunity

The West Virginia Office of the Insurance Commissioner is soliciting quotations under ARFQ INS2700000001 (Version 2) for a statutory financial examination of the Health Plan Group, with quotes due November 16, 2026 at 2:00 p.m. EST. Mandatory personnel credentials are the primary capability filter: the Examiner-in-Charge must hold a Certified Financial Examiner designation and at least eight years of insurance company financial examination experience, the IT specialist must hold an Automated Examination Specialist or Certified Information Systems Auditor designation, and all contracted personnel must hold FedRAMP licenses for the OIC's TeamMate+ platform.

The Health Plan Group comprises The Health Plan of West Virginia, Inc. (NAIC #95677) and THP Insurance Company (NAIC #60016). The examination covers January 1, 2023 through December 31, 2026, under W. Va. Code 33-2-9 and the NAIC Financial Condition Examiners Handbook. Work commences August 2, 2027 and concludes by June 30, 2028, performed remotely with no travel. Addendum #1 identifies actuarial risk across Reserving and Pricing/Underwriting, plus IT general controls, as areas of focus. The examination produces one Report of Examination and separate Summary Review Memoranda for each entity. Staff examiners require at least two years of insurance accounting and auditing experience, and an actuarial specialist with appropriate credentials is required. Former OIC examiners may participate if separated from the agency for longer than 12 months. No personnel changes are permitted without written Chief Examiner approval.

Bids must include hourly rates for financial examination, supervisory review, IT review, and actuarial review, along with total anticipated hours and fee proposals for Part A (Financial Examination Services) and Part B (Examination Specialist Services). Vendors submit electronically through wvOASIS or provide one original and one copy in paper form, and certify compliance with all mandatory requirements at submission. The written inquiry deadline passed October 26, 2026 at 5:00 p.m. ET. An addendum is scheduled for November 2, 2026. Questions go to purchasing manager Beverley Toney at 304-414-8473 or beverley.a.toney@wv.gov. Paper submissions go to 900 Pennsylvania Avenue, Charleston, West Virginia 25302.
