About this opportunity
The City of Austin is requesting bids on the supply and delivery of filter media support gravel and filter sand under IFB 2200 BYS1057, with bids due June 25, 2026 at 2:00 PM CT and questions due June 5, 2026. The City applies a 5% local-business preference to bids up to $500,000 and a 3% local-business preference to bids between $500,000 and $50 million; participation is optional and the discount applies to evaluation only, not to contract price. A small-business preference is also available to offerors holding recognized SBA-compliant small-business certification; participation is optional.
The scope covers four line items of sand and gravel products with estimated annual quantities of 21 tons each for three types of filter support gravel (3/8" to 5/8", 3/16" to 3/8", and #8 Mesh to 3/16") and 66 tons for filter sand, all packaged in 1.5 or 2 ton super sacks for Davis Water Treatment Plant. Offerors must also provide pricing for non-specified emergency delivery services at flat rates for regular, non-regular, non-holiday, and emergency hours. All sand and gravel must comply with AWWA Standard B100 and bear ANSI/NSF Standard 61 certification for drinking-water contact. Offerors must submit certificates of analysis for each product, including sieve tests, specific gravity, uniformity coefficient, effective size, and lot numbers; Safety Data Sheets are also required. Delivery must be FOB destination with all transportation charges prepaid and included in pricing. All pricing must be all-inclusive; no separate charges are permitted for administrative costs, overhead, shipping, fuel surcharges, or stop fees.
The City reserves the right to add or delete departments and delivery locations at the same bid price throughout the contract term. Pricing is fixed for the first twelve months, with adjustments thereafter based on the Producer Price Index for construction sand and gravel mining. The City will award to the responsible offeror offering the best value, with authority to award a single contract or multiple awards by line item or category. Sample submission of materials is required within five working days of request at no cost. Payment is due within thirty calendar days of invoice receipt or deliverable acceptance. No M/WBE subcontracting goals apply due to insufficient opportunities, but offerors using subcontractors must comply with the City's M/WBE Procurement Program and demonstrate Good Faith Efforts to solicit certified M/WBE firms. All employers must certify compliance with the City of Austin Wage Theft Ordinance and complete wage theft training within 30 days of award.
