About this file
This is Solicitation Addendum No. 1 issued by the City of Austin Financial Services - Central Procurement for IFB 2200 BYS1057, dated June 8, 2026, which addresses two questions submitted regarding the supply and delivery of filter media support gravel and filter sand. The solicitation covers four line items with estimated annual quantities of 21 tons each for three types of filter support gravel (3/8" to 5/8", 3/16" to 3/8", and #8 Mesh to 3/16") and 66 tons for filter sand, all intended for the Davis Water Treatment Plant. Questions were due June 5, 2026, with bids due June 25, 2026 at 2:00 PM Central Time. The addendum clarifies that filter media and sand must be packaged in sacks weighing no more than 1 ton or 2-ton super sacks per Section 1.5.A.1 of the Scope of Work, and that offerors are not restricted to specific vendors as long as materials meet all requirements outlined in the solicitation documents.
All sand and gravel must comply with AWWA Standard B100 and bear ANSI/NSF Standard 61 certification for drinking-water contact, with certificates of analysis required for each product including sieve tests, specific gravity, uniformity coefficient, effective size, and lot numbers. Delivery must be FOB destination with all transportation charges prepaid and included in pricing; all pricing must be all-inclusive with no separate charges permitted for administrative costs, overhead, shipping, fuel surcharges, or stop fees. The City applies a 5% local-business preference to bids up to $500,000 and a 3% local-business preference to bids between $500,000 and $50 million, with participation optional; a small-business preference is also available to SBA-certified firms. Pricing is fixed for the first twelve months, with adjustments thereafter based on the Producer Price Index for construction sand and gravel mining. Offerors using subcontractors must comply with the City's M/WBE Procurement Program and demonstrate Good Faith Efforts to solicit certified M/WBE firms. All employers must certify compliance with the City of Austin Wage Theft Ordinance and complete wage theft training within 30 days of award. One copy of this addendum must be returned with the offer prior to the solicitation closing date, with failure to do so potentially constituting grounds for rejection.
