About this opportunity

The Town of Groton, Connecticut, in collaboration with the Southeastern Connecticut Council of Governments (SECOG) and the U.S. Navy, is seeking a contractor for the "Filling the Gaps: Mission-Compatible Missing Middle Housing" project, which is part of a larger Compatible Use/Joint Land Use Study (CUP). This procurement aims to assist communities near military installations, specifically those surrounding SUBASE New London and Electric Boat, in developing sustainable and mission-compatible housing strategies. The project's primary objectives include preventing incompatible development that could impair the operational utility of Department of Defense installations and creating housing solutions that align with military mission requirements. The Request for Proposal (RFP 25-21) was posted on February 12, 2025, with a proposal submission deadline of March 24, 2025, at 2:00 PM EDT. A vendor Q&A period is available from February 12, 2025, at 12:15 PM EST through March 3, 2025, at 2:00 PM EST, during which potential bidders can seek clarification. The RFP is open to all vendors, with delivery terms specified as Free On Board Destination and payment terms to be vendor-specified. The primary point of contact for this procurement is Karl Klein from the Town of Groton.

The solicitation does not explicitly mention specific set-aside designations or restrictions on respondent types, such as disadvantaged business enterprises. Three supporting documents are included with the RFP: "RFP 25-21 FILLING THE GAPS HOUSING PROJECT.pdf," "SCCOG_TOG_Executed_OLDCCIRGrant_IGA_10022024_Final 12 5 2024.pdf," and "SUBASE_New_London_Installation_Resilience_Grant_2.pdf." No estimated total value or specific budget range is provided in the available documentation, and the solicitation has been designated as having no line items. The project appears to be funded through an Installation Resilience Grant, suggesting potential federal or state funding sources. While no incumbent vendors are listed, the procurement is closely tied to the U.S. Navy's strategic planning for the New London area. Prospective contractors should have expertise in urban planning, housing development, military installation compatibility studies, and the ability to develop comprehensive strategies that balance community development with military operational requirements.

Opportunity text

This project will be completed as part of the larger Compatible Use/Joint Land Use Study (referenced hereafter as the Compatible Use Plan or CUP) being cooperatively produced by SECOG and the U.S. Navy with input and support from surrounding communities. This work seeks to assist host communities of military installations plan for and carry out a future that is both sustainable and in alignment with the military mission, with the goal of alleviating and preventing incompatible development and/or other manmade or natural installation resiliency activities likely to impair the continued operational utility of a Department of Defense (DOD) installation. Because Groton is home to SUBASE New London, the primary submarine base on the east coast for the U.S. Navy and Electric Boat, the primary builder of submarines for Navy, the Town and its neighboring jurisdictions experience unique conditions and pressures and therefore take an active role in the development of the CUP.
