About this file

The document is a Request for Proposal (RFP 25-21) issued by the Town of Groton, Connecticut, in collaboration with the Southeastern Connecticut Council of Governments (SECOG) and the U.S. Navy, focused on the "Filling the Gaps: Mission-Compatible Missing Middle Housing" project. The RFP was released on February 12, 2025, with proposals due by March 24, 2025, at 2:00 PM EDT, and includes a vendor Q&A period from February 12 to March 3, 2025. The project is part of a larger Compatible Use/Joint Land Use Study (CUP) aimed at developing sustainable housing strategies near military installations, specifically targeting the areas surrounding SUBASE New London and Electric Boat. The solicitation is open to all vendors and seeks to create housing solutions that align with military mission requirements and prevent incompatible development that could impair the operational utility of Department of Defense installations.

The RFP does not specify an estimated total value or include line items, and the payment terms are to be vendor-specified with delivery terms set as Free On Board Destination. The project appears to be funded through an Installation Resilience Grant, suggesting potential federal or state funding sources. The procurement is closely tied to the U.S. Navy's strategic planning for the New London area and requires contractors with expertise in urban planning, housing development, and military installation compatibility studies. The supporting documents include additional grant and intergovernmental agreement files that provide context for the project. While no incumbent vendors are listed, the RFP emphasizes the unique conditions and pressures experienced by Groton and neighboring jurisdictions due to their proximity to critical military infrastructure.
