About this opportunity

New Haven Public Schools is requesting proposals to operate food concessions at Floyd Little Athletic Center under an RFP with proposals due June 18, 2026 at 11:00 a.m., though this date has passed as of the summary date. Questions are due June 9, 2026. The procurement is funded with American Rescue Plan Act (ARPA) dollars.

The concessionaire will operate a food service stand serving approximately 50 annual events, including track meets, basketball games, CIAC sporting events, and AAU tournaments, with roughly 10 events spanning full-day or weekend operations. The vendor must provide all necessary equipment and fixtures while maintaining compliance with state and federal health regulations. Self-Serve certification from the Connecticut State Department of Health is required. The vendor is responsible for equipment maintenance, custodial upkeep of the concession area, waste disposal, ice machine provision, and adequate staffing for each event. Menus and pricing are subject to NHPS approval, and the concessionaire cannot modify the concession area, sub-lease, or permit other vendors without written consent.

The contract term is one year beginning September 1, 2026, with two optional one-year renewal periods subject to the Purchasing Agent's approval. The vendor must pay $16,050 annually to NHPS in three installments (November 1, 2026; February 1, 2027; May 1, 2027) plus a $1,000 annual utility fee due before initial operations. All pricing must be inclusive of costs and sales tax.

Evaluation criteria are meeting minimum requirements (20 points), established fiscal ability and experience (20 points), infrastructure and support capacity (20 points), menu quality and variety (15 points), taste surveys from previous clients (15 points), and proximity to the facility (10 points). Proposals must include proof of Self-Serve certification, at least three professional references, taste surveys from previous clients, and a notarized Disclosure & Certification Affidavit. A pre-proposal meeting is available for facility review. The procurement contact is Michael Trnik, Procurement Coordinator.
