About this opportunity

The City of Amarillo, Rick Husband Amarillo International Airport, is seeking qualified bidders through a Best Value Bid procurement to replace the existing multi-user flight information display system (FIDS) throughout the commercial passenger terminal building. The project scope includes furnishing and installing 36 new video monitors (48-inch and 65-inch commercial-grade LED-LCD displays at 1920x1080 resolution), computer hardware to service all display locations, network equipment including fiber optic cabling for runs exceeding 250 feet, mounting hardware, signal converters, a baggage carousel input portal, and all necessary software and operating system licenses. The vendor must provide a five-year service agreement beginning upon full system installation with two optional five-year renewal periods, including flight information software-as-a-service with redundant remote hosting, 24/7 remote monitoring and maintenance, all system updates and licenses, initial programming and customization, minimum eight man-hours of system training, and 24-hour telephone and remote troubleshooting support with replacement parts within 72 hours. All components shall be warranted for one year from installation except commercial-grade monitors which carry a three-year warranty. Bidders must submit sealed electronic proposals via Euna Procurement by April 9, 2026 at 3:00 P.M., with a non-mandatory pre-proposal conference scheduled for March 25, 2026 at 2:00 P.M. at the airport, and a virtual Microsoft Teams option available. The system must be fully operational by October 1, 2026, with installation work conducted between 7:00 P.M. and 4:00 A.M. coordinated with airport staff. Evaluation will be based on Best Value Bid criteria using a maximum of 100 points: Demonstrated Ability to Meet Requirements (15 points), Demonstrated Capabilities of Proposed System (10 points), Qualifications and Documented Experience (25 points), Useability and Structure of System Layout (10 points), and Pricing (40 points). Bidders must submit a proposal bond equal to five percent of the total bid amount from a licensed Texas surety company, and all bids must remain valid for a minimum of 120 days.

Local vendors whose principal place of business is located within Amarillo city limits may apply for local preference consideration under Texas Local Government Code Section 271.9051; however, this preference applies only to contracts under $500,000 and does not apply to telecommunications and information technology bids, so this project does not qualify for local preference benefits. Bidders must comply with suspension and debarment certification requirements and verify that neither the company nor its principals appear on the Texas Comptroller's listing of entities that do business with Iran, Sudan, or Foreign Terrorist Organizations, and must certify non-boycott of Israel. For companies with ten or more full-time employees bidding on contracts valued at $100,000 or more, vendors must certify they do not discriminate against firearm entities or firearm trade associations and do not boycott energy companies. Bidders must also verify they are not listed on the City of Amarillo's Excluded Parties List, which currently identifies Cruz Construction Inc., John Cruz, and Jesse's Plumbing as debarred entities. The successful bidder must provide comprehensive organizational information including business structure, financial data, organizational experience, and detailed biographical information for proposed project managers and key personnel, along with safety record documentation addressing OSHA citations within three years, environmental protection violations within five years, and criminal convictions resulting in bodily harm or death within ten years. Proposed subcontractors providing more than 10 percent of contract work must be identified at proposal submission with a final list due within seven business days after the proposal closing date. The bid documents do not specify an explicit award value or total contract budget range; however, contracts exceeding $50,000 require a payment bond, and contracts exceeding $100,000 require a performance bond equal to 100 percent of the total contract price, indicating the award value will likely exceed $100,000.
