About this file
This is a Best Value Bid Criteria and Bidders Statement of Qualifications document issued by the City of Amarillo, Texas for the replacement of the multi-user flight information display system (FIDS) at Rick Husband Amarillo International Airport. The City of Amarillo employs the Best Value Bid procurement method as authorized by Texas Local Government Code Section 252.043, which evaluates proposals based on purchase price, bidder reputation, quality of goods and services, extent to which services meet city needs, past relationship with the City, and long-term cost of services. The maximum point value for proposal evaluation is 100 points. Bidders must submit completed proposal forms with prices written in ink or typewritten, signed by an authorized representative, and accompanied by a completed Bidders Statement of Qualifications. Failure to submit required evaluation information may result in proposal rejection. The document does not specify response dates, award dates, or contract terms.
Bidders must provide comprehensive organizational information including business structure, financial data, organizational experience, and key personnel assignments with biographical information for proposed project managers, superintendents, safety officers, and quality control managers. Bidders are required to submit detailed project experience documentation, major equipment lists, subcontractor information, and safety record questionnaires addressing OSHA citations within three years, environmental protection violations within five years, and criminal convictions resulting in bodily harm or death within ten years. Proposed subcontractors providing more than 10 percent of contract work must be identified at proposal submission, with a final subcontractor list due within seven business days after the proposal closing date. The document includes provisions for evaluating bidder safety records and establishes grounds for proposal rejection based on material misstatements on qualification forms, with potential contract termination and liability for additional costs if misstatements are discovered post-award.
