About this opportunity
The Suwannee River Water Management District (District) in the state of Florida is seeking to enter into agreements with consultants to assist in the development of its fully integrated floodplain management program and the implementation of FEMA's Risk MAP Program. The District, which has been a Cooperating Technical Partner (CTP) for FEMA's Map Modernization and Risk MAP programs for over 20 years, is requesting qualifications from consultants to serve as a Program Management Consultant (PMC) and three Product Production Consultants (PPCs) to perform activities such as program management, community outreach, mitigation strategies, and production of FEMA program deliverables. Qualifications are due by June 10, 2024, with a selection committee meeting scheduled for August 23, 2024, and a request for Governing Board approval on October 8, 2024. The District has provided historical contract values for the PMC and PPC roles over the last 5 years, ranging from $1.6 million to $2.8 million per consultant, but cautions that these amounts should not be taken as a limit on the work that may be awarded.
The District has not specified any set-aside designations or restrictions on the types of organizations that can respond. However, respondents are required to submit copies of licenses and/or certifications for key personnel. The District notes that it may discuss alternatives with respondents to reduce the cost of task work assignments and make modifications as deemed necessary. While the District has provided sample contract and proposal information from a previous FEMA Risk MAP contract, it has not identified any incumbent vendors or current contractors.
