About this file
This document is a Request for Qualifications (RFQ) issued by the Suwannee River Water Management District (District) for FEMA Risk MAP Program Support. The District is seeking to enter into agreements with consultants to assist in the development of its integrated floodplain management program and implementation of FEMA's Risk MAP Program. The District has been a Cooperating Technical Partner (CTP) for over 20 years, implementing FEMA's Map Modernization and Risk MAP programs on a 5-year cycle. Responses to the RFQ are to be submitted electronically through DemandStar by June 10, 2024. The selected firms will be expected to perform some or all of the tasks listed in the provided COMS SOW, PM SOW, and FEMA program requirements each year for the life of the grant.
The RFQ provides details on the evaluation criteria, including ranking of proposals and creation of a composite score. Respondents are required to submit copies of licenses and/or certifications for key personnel. The District has provided a sample contract and previous proposal submissions for an existing FEMA Risk MAP contract (RFQ 19/20-001BCS) through a SharePoint link. The District will accept responses in landscape format and alternate formats for the required forms, as long as the requested information is included.

SUWANNEE RIVER WATER MANAGEMENT DISTRICT
REQUEST FOR QUALIFICATIONS
NO. 23/24-014
FEMA RISK MAP
QUESTIONS AND ANSWERS
1. We would like to know the names of the incumbent firms for the above-subject RFQ for FEMA Risk Map Program Support.
Atkins Dewberry
AECOM
WSP
2. Is it possible to get copies of the submitted proposals for RFQ 19/20-001BCS?
Provided https://suwanneeriver-my.sharepoint.com/:f:/g/personal/hingson_s_srwmd_com/ElTBepseHXFJsAXptch2DfABj SI6MDtk-BvBZgNzet5yxw?e=Vvepbh
3. The District states that each committee member will rank responses using 1 for the best proposal and a greater number for less attractive proposals, such as 2 for the second most attractive proposal. The District then states that a composite score will be created from the sum of individual ranks. Finally, the District implies that the best, most attractive proposal will have the highest composite score; however, if, theoretically, a firm were ranked first on all DSC composite score cards, the best, most attractive proposal would have the lowest composite score, consisting of the sum of a series of first place ranks.
Can the District further detail the point system used for evaluation and selection?
It appears that ranking and scores are being confused. Firms will be ranked, based on scores. A ranking of 1 means they have the highest score. Score will be added for the composite score. See “Evaluation Criteria” form on last page of the package for scoring.
4. Section 3 states submittals are uploaded virtually. No physical copies. The qualifications response form states “One original, one thumb drive and three (3) copies shall be delivered in one envelope as discussed in Section 3.” Should these forms be included at the end of our proposal document, uploaded as a separate file, or printed and mailed to
SRWMD?
Only submit through DemandStar.
5. On page 10 of the RFQ, the Qualifications Response Form states: “Respondents are required to complete and submit this form. One original, one thumb drive and three (3) copies shall be delivered in one envelope as discussed in Section 3.” Does this section https://suwanneeriver-my.sharepoint.com/:f:/g/personal/hingson_s_srwmd_com/ElTBepseHXFJsAXptch2DfABjSI6MDtk-BvBZgNzet5yxw?e=Vvepbh https://suwanneeriver-my.sharepoint.com/:f:/g/personal/hingson_s_srwmd_com/ElTBepseHXFJsAXptch2DfABjSI6MDtk-BvBZgNzet5yxw?e=Vvepbh https://suwanneeriver-my.sharepoint.com/:f:/g/personal/hingson_s_srwmd_com/ElTBepseHXFJsAXptch2DfABjSI6MDtk-BvBZgNzet5yxw?e=Vvepbh need follow those instructions or will the District accept completed responses electronically through DemandStar?
Only submit through DemandStar.
6. On page 15 of the RFQ, under Evaluation Criteria #2, “Key personnel, from the primary and sub-contractor firms, have an understanding of the requested services and are qualified through education, qualifications, certifications, licenses and experience to perform the expected scope of work for the proposed work.” Do respondents need to include copies of licenses and/or certifications for key personnel or will providing this information (license number, dates, etc.) on their resume suffice?
Please include copies of licenses and/or certifications for key personnel.
7. Will the District accept responses in landscape (11” x 8.5”) format?
Yes
8. The RFP states, "SECTION 3 - INSTRUCTIONS TO RESPONDENTS. Delivery of Response: Responses shall be submitted electronically through DemandStar. Response packages are to be uploaded to the platform no later than 11:00 a.m. June 10, 2024."
However, the Qualifications Response Form says, "Respondents are required to complete and submit this form. One original, one thumb drive and three (3) copies shall be delivered in one envelope as discussed in Section 3." Could you please confirm that the proposal package should only be submitted electronically via DemandStart and that no physical copies and one thumb drive are needed?
Only submit through DemandStar.
9. In the RFP, the Questionnaire Form states, "If preferred, the requested information may be submitted in an alternate format." Do we have to use the provided forms to submit the Qualifications Response Form, Experience, and References, or can we also submit these in an alternate format?
You may submit this information in an alternate form, as long as the request information is included.
10. For the References, is it acceptable to use Suwannee River Water Management District as a proposal reference?
It is accepted, but not preferred.
11. It's listed under section 5: Scope of Services: "Selected firms will be expected to perform some, or all of the tasks listed in the MAS, COMS SOW and PM SOW, and FEMA program requirements each year for the life of the grant." Are the COMS SOW and PM SOW, and FEMA program requirements available for this RFQ?
Provided. See link in Question 2.
12. Is there a sample contract that the District could provide for this project?
Provided. See link in Question 2.
13. Is this a digital submittal via DemandStar (as stated on page 2 of the RFQ Packet) or does a hardcopy version need to be mailed to the District (as described at the top of the Qualifications Response Form on page 10, “One original, one thumb drive and three (3) copies shall be delivered in one envelope as discussed in Section 3.”)?
Only submit through DemandStar.
