About this opportunity
The City of Tucson is seeking a qualified contractor to develop and implement Community Resilience Hub Planning and Engagement Services under a FEMA Regional Catastrophic Preparedness Grant Program (RCPGP) award in partnership with Pima County, Arizona. This Request for Proposal (RFP) solicits comprehensive services including development of a Community Resilience Leadership Academy (CRLA) with a minimum of 10 modules available in both English and Spanish, conduct of 18 community workshops with up to 30 participants each, recruitment and management of 8 community-based resilience ambassadors, oversight of two funded community resilience projects with preset funding of $72,500, and production of a final report and implementation plan. The project focuses on extreme heat preparedness and climate adaptation across 17 disadvantaged census tracts in the Tucson metropolitan area, with services targeting low- and very low-income populations disproportionately affected by climate change impacts. Qualified vendors must demonstrate substantial experience and expertise in community engagement, climate science integration, and resilience planning, with evaluation weighted most heavily toward qualifications and experience, followed by methodology and pricing. A pre-proposal meeting is scheduled for Thursday, April 30, 2026 at 9:00 a.m. Arizona local time via Microsoft Teams, with proposals due by 2:00 p.m. Arizona local time on Tuesday, May 12, 2026 through the City's online bidding system. The contract term is one year from award, and all deliverables and work products become the property of the City of Tucson.
Contractors must comply with multiple federal requirements including FEMA terms and conditions, prevailing wage and living wage compliance, and Section 3 employment and contracting opportunities for low- and very low-income persons. The procurement requires demonstration of Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) participation through subcontractors certified by the City of Tucson or the Small Business Administration, with prime contractors obligated to take documented affirmative steps and good faith efforts to ensure SBE participation. Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Professional Liability ($1,000,000 per claim/$2,000,000 aggregate). The procurement is subject to additional federal compliance requirements including the Davis-Bacon Act, Contract Work Hours and Safety Standards Act, Clean Air Act and Federal Water Pollution Control Act compliance, debarment and suspension regulations, and anti-lobbying provisions under the Byrd Amendment. The estimated total project budget is $829,696 across the three-year FEMA grant award, with funding contingent upon appropriation and availability; no payment will be made until work is authorized via purchase order, and the City will endeavor to pay within 21 calendar days of receipt of materials, services, and correct invoices. Vendors must register with the City's Business Services Department and obtain a City of Tucson Business License prior to contract execution.
