About this opportunity

Yardley Borough, Bucks County, Pennsylvania is procuring construction services for a FEMA-funded residential elevation project at 35 Brown Street designed to mitigate flood risk through the Severe Repetitive Loss Program administered by the Pennsylvania Emergency Management Agency. The scope of work includes elevating and temporarily supporting the existing single-family residential structure, constructing new foundation footings and concrete masonry unit walls, backfilling existing crawlspace and basement areas, installing structural steel components, disconnecting and relocating utilities (electrical, plumbing, heating, and mechanical systems), installing flood vents, constructing a new utility room addition with exterior stairs and decking, and restoring landscaping and all disturbed areas. The project offers two bid options: a base bid with a 6.00-foot elevation raising the finished floor to 42.58 feet above the 100-year flood plain, and an alternate bid with an 8.00-foot elevation raising the finished floor to 44.58 feet, with the design governed by the 2018 International Residential Code, International Building Code, ASCE 24-14 flood resistance standards, and NFIP requirements. Contractors must achieve substantial completion within 120 calendar days of receiving a Notice to Proceed and comply with Pennsylvania prevailing wage requirements, federal regulations, and all insurance and bonding provisions outlined in the contract documents. Sealed bids must be submitted electronically through PennBid prior to April 27, 2026, at 11:40 AM EST, with public bid opening at Yardley Borough Hall, 56 South Main Street, Yardley, PA 19067; a non-mandatory pre-bid meeting is scheduled for April 15, 2026, at 10:40 AM EST at the project site. All bidders must provide bid security equal to 10 percent of the total bid amount in the form of a certified check or bid bond from a Pennsylvania-licensed surety company, along with the required proposal documents, affidavits, declarations, and Public Works Employment Verification Forms demonstrating E-Verify participation.

There are no identified set-aside designations or disadvantaged enterprise restrictions specified in the procurement documents. The project is subject to Pennsylvania Prevailing Wage Act requirements, with the Philadelphia Field Office of the Department of Labor & Industry designated to oversee compliance; prevailing wage rates vary by trade classification and skill level, with rates established for carpenters, electricians, laborers, operators, plumbers, steamfitters, and specialty trades effective from January 2023 through January 2026. The successful bidder must furnish a Performance Bond and Labor and Materials Payment Bond, each equal to 100 percent of the awarded contract value, and a 2-year Maintenance Bond in the same amount upon project completion. No incumbent vendors or current contractors are identified in the documentation. The contract incorporates liquidated damages provisions of $500 per calendar day for days one through fifteen beyond the deadline, $1,000 per day for days sixteen through thirty, and $2,000 per day for delays exceeding thirty days, with retainage of 10 percent withheld for contracts valued at $100,000 or less, or 5 percent for contracts exceeding $100,000. The specific contract award value or budget range is not disclosed in the available solicitation documents; however, the project is fully funded through FEMA's Severe Repetitive Loss Program with no apparent local matching funds required, and the successful bidder will be responsible for a PennBid fee calculated at one-third percent (0.0033) of the initial contract award amount with a minimum fee of $100.00 and maximum cap of $5,000.00.
