Technical Specifications for N. Main Street & University Drive Stormwater Improvements - Phase 1
This is a comprehensive technical specifications document for construction services issued by Yardley Borough, Bucks County, Pennsylvania, prepared by Remington & Vernick Engineers of Yardley, PA. The project involves the installation of new stormwater infrastructure within a Borough-owned storm sewer easement located in a shared commercial parking lot at the intersection of West Afton Avenue (S.R. 0332) and North Main Street (S.R. 2071) in Yardley Borough. The scope of work includes replacement of existing storm pipe with 36-inch Reinforced Concrete Pipe (RCP), connections to existing storm infrastructure, installation of a new Type D cast-in-place concrete endwall, permanent pavement and landscaping restorations, concrete sidewalk restorations, and televising and cleaning of existing storm infrastructure. The base bid encompasses mobilization, maintenance and protection of traffic, temporary erosion and sediment control, site clearing (including removal of a 15-inch diameter tree and an existing stone endwall), drainage improvements, concrete sidewalk replacement, pavement markings, landscaping restorations, record documents, and project signage. All work must be completed within 30 calendar days of receiving the Notice to Proceed. The project specifications reference Pennsylvania Department of Transportation Publication 408 standards and include detailed requirements for concrete specifications, asphalt paving, drainage structures, erosion control, dewatering, excavation and backfill, geotextiles, and record drawing preparation with as-built documentation in either PDF or CAD format.
The specifications establish comprehensive performance and execution standards across multiple construction disciplines, with emphasis on traffic management during a 30-day accelerated schedule, environmental compliance with Pennsylvania Department of Environmental Protection regulations, and protection of existing utilities through pre-construction coordination with PA One Call (notification required 72 hours prior to excavation). Cost allocation requires contractors to include all incidental work items—such as dust control, erosion control, temporary paving restorations, site cleanup, dewatering, and landscaping maintenance—within unit prices for major bid items rather than as separate line items. Special requirements include maintaining at least one 12-foot traffic lane during construction with enhanced traffic control during peak commuter hours (7:30-9:00 AM and 3:00-5:30 PM on weekdays), providing preconstruction video documentation of existing site conditions within a 25-foot radius of the work limits, furnishing CCTV inspection recordings in digital format within seven days of completion, and submitting detailed record documents with as-built survey measurements prior to project closeout. The contractor must furnish required insurance, performance and payment bonds, and maintain a lump-sum mobilization item with a maximum of $10,000; other lump-sum items include maintenance and protection of traffic, temporary erosion and sediment controls, the cast-in-place Type D endwall, and parking lot pavement markings, with unit prices established for specific measurable items such as tree removal, outfall cleaning, concrete sidewalk square footage, and connection to existing structures.
