About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas is requesting bids for construction, reclamation, and plugging services on ten orphaned and abandoned oil and natural gas wells under ARFQ DEP26-083 Federal Plugging Contract - Burning Springs Group A, with bids due June 22, 2026 at 10:30 a.m. Eastern Time. A mandatory pre-bid meeting was held June 3, 2026; the project is federally funded through Section 40601 of the Infrastructure Investment and Jobs Act (IIJA) and is subject to Davis-Bacon prevailing wage requirements and Buy America provisions.
The scope covers three deliverables: one lump-sum permitting line item for all wells, well plugging for each of ten wells identified by specific API numbers (47-105-01407, 47-105-01419, 47-105-01463, 47-105-01464, 47-105-01465, 47-105-01466, 47-105-01468, 47-105-01471, 47-105-01472, and 47-105-01506), and wellsite reclamation for each well. Work is located in Wirt County near Burning Springs. Contractors must perform methane emissions quantification testing pre- and post-plugging, with post-plugging success defined as absence of observable fluid and detectable gas leaks; remediation of leaks is treated as a warranty claim. No tree-cutting is required, eliminating seasonal bat-habitat restrictions.
Upon award, contractors may request a Notice to Proceed at their discretion and will have 180 days to complete the entire project. Contract term is subject to Agency determination, with potential renewal in up to three successive one-year periods. Bidders must submit a five percent performance bid bond; 100 percent performance and labor/material payment bonds are required prior to award. Commercial general liability and automobile liability insurance with minimum limits of $2 million per occurrence is required. Prevailing wage determinations under General Decision Number WV20260079 apply, with classifications including power equipment operators ($39.19–$41.95 per hour plus fringes), laborers ($25.26–$26.32 per hour plus fringes), and other trades. Unit prices prevail in case of discrepancies; pricing is firm for the contract life. Payment is made in arrears upon invoice receipt and SQAO verification. Technical questions were due June 8, 2026. All bids must be submitted electronically through wvOASIS Vendor Self Service at www.wvOASIS.gov and must acknowledge Addenda 1 and 2 to avoid disqualification.
