About this opportunity
The Iowa Department of Administrative Services is requesting bids for joint sealant replacement at Unit L and freezer floor repair at Warehouse W at the Fort Dodge Correctional Facility, 1550 L Street, with bids due September 24, 2026 at 2:00 p.m. and bid opening at 3:00 p.m. via Microsoft Teams.
Unit L scope includes removal and replacement of backer rod and sealant at vertical and horizontal joints, fixtures, openings, and penetrations on precast walls, with sealant application requiring concave tooling around light fixtures, telephone shrouds, mechanical louvers, conduit holes, security cameras, electrical boxes, and through-wall pipe penetrations. Warehouse W scope involves demolition of approximately 66 cubic yards of frozen subgrade, removal and replacement of a 4-inch concrete top slab with 4-inch polyiso insulation, installation of new drainage systems with perforated fabric-wrapped drain tile, and relocation of an existing modular building. Construction begins October 26, 2026, and concludes June 30, 2027.
A limited asbestos and lead paint survey identified no asbestos-containing materials in nine samples tested. One lead paint chip sample from a blue metal door frame was analyzed; the concentration did not exceed the USEPA regulatory threshold of 0.5% by weight. Blue paint door frames are identified as potentially lead-containing and require lead paint abatement by a lead-certified general contractor.
Contractor personnel must complete background checks, PREA training, and mandatory contractor orientation prior to site access. The contractor must verify all dimensions and site conditions, manage construction debris disposal in compliance with environmental regulations, protect adjacent building elements and lawn areas, and store sealants and primers outside the prison facility except for daily use.
Bid security of 5 percent of the total bid amount is required in the form of a bid bond, cashier's check, or certified check. Questions are due September 17, 2026 at 10:00 a.m.; product substitution requests are also due by that deadline. The project is exempt from Iowa Sales Tax, and Davis-Bacon wages do not apply. All work must comply with state building codes and industry standard practices, with all required permits and fees included in the bid price.
