About this opportunity

The West Virginia Department of Environmental Protection's Office of Administration is issuing a sole-source direct award, through the Department of Administration Purchasing Division, for a complete Fayetteville Access Control System, with bids closing November 16, 2026 at 10:30 a.m. The Agency Sole Source Determination restricts the award to one vendor, stating that only one vendor was deemed capable of providing the specified system. Addendum No. 01 identifies Newtech Systems, LLC as the apparent successful vendor. No set-aside or preference is indicated.

The scope is one complete system: six HID Signo 40 wall-mount card readers with pigtail connections, one Falcon MEL25R-L-DT rim exit device with motorized electric latch retraction, 200 PROXCARD proximity cards, one Pro-Watch MP1502 intelligent controller supporting four readers, and two Mercury two-reader boards with ProWatch licenses included. The specifications are brand- and model-specific to HID, Falcon, Pro-Watch, and Mercury components, so compatibility with that installed platform is the central capability filter. The price includes freight, a workmanship warranty, and professional installation services. Delivery and installation are at 1159 Nick Rahall Greenway, Fayetteville, WV 25840, in Kanawha County.

The contract is a one-time purchase running from issuance of the award document until all goods are delivered, with a maximum term of one fiscal year. Payment is made in arrears upon receipt of proper invoices and acceptance, and the vendor must accept electronic funds transfer or P-Card payment. Required insurance is Commercial General Liability and Automobile Liability, each at $1,000,000 per occurrence. Vendors must hold licensing and good standing with West Virginia state and local agencies and comply with the state's confidentiality and information security policies.

Bids are received at the Environmental Protection Office of Administration, 601 57th Street SE, Charleston, WV 25304. Buyer Tareska C. Casto may be reached at (304) 414-1143 or terri.c.casto@wv.gov. Version 2 of the sole-source determination, posted November 5, 2026, supersedes the earlier direct-award form.
