The Texas Health and Human Services Commission (HHSC) is requesting proposals for Family Resource Center Technical Assistance services under solicitation HHS0017371, with responses due July 21, 2026 at 10:30 a.m. Central Time. The questions deadline is July 7, 2026. No set-asides or restrictive eligibility programs apply; however, HHSC affirmations include state-specific compliance certifications, E-Verify requirements, and preferences for Texas-based bidders and service-disabled veteran-owned businesses.
The contractor must provide ongoing training and technical assistance to Family Support Services grantees implementing Family Resource Centers across Texas. Core deliverables include on-boarding and implementation training, family voice and parent leadership development, FRC evaluation strategies, outreach and community collaboration strategies, monthly or bimonthly webinars, individualized technical assistance (up to 60 hours annually), quarterly rotating site visits for established sites, monthly peer collaborative meetings, in-person site visits within the first year for new sites, monthly status reports, and coordination of an annual statewide FRC gathering. The contractor serves six FSS-selected grantee sites with in-person visits at least once every three years on a rotating schedule.
The contract runs from September 1, 2026 through August 31, 2030, with one possible one-year extension at HHSC's discretion. Performance location is HHSC, 1111 W North Loop, Austin, Texas 78756, and HHS Region No. 7. Pricing must be submitted as firm, fixed prices on Exhibit C, covering all labor, equipment, materials, and supplies, with potential annual CPI adjustments per a specified formula.
The contractor must have a minimum of two years' relevant experience and provide three verifiable references for similar services within the last three years. Key personnel require at least three years' relevant experience. The contractor bears responsibility for all background checks, including Texas Department of Public Safety criminal and sex offender checks prior to work commencing. Required insurance includes Workers' Compensation (statutory limits), Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), Professional Liability ($1 million), and Umbrella Liability ($1 million). Monthly invoicing follows Texas Prompt Payment Act provisions.
Submission requires completed Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), and Exhibit D (Bidder Reference Qualifications Form), along with any applicable Addendum Acknowledgement Forms. Responses may be submitted through the optional HHS Online Bid Room (IAMOnline registration required) or by alternative methods specified in the solicitation package. Questions should be directed to Byron Carl Wright at 512-406-2512.
