About this opportunity
The Clark County School District in Nevada (Clark County and Fish Springs CDP jurisdictions) is soliciting proposals for a comprehensive family engagement, student progress, and school-to-home communication application platform through RFP 27009BDC, due June 11, 2026, at 1:00 p.m. PST. The District seeks a complete, cloud-hosted system that enables secure communication and transparency between schools, students, parents/guardians, and educators through an integrated web-based and mobile-responsive platform. Key deliverables and system requirements include web-based and mobile-accessible solutions with multi-role access for parents, guardians, students, teachers, school staff, principals, activity sponsors, and district administrators; family dashboards displaying grades, assignments, assessment results, and attendance; automated data population and workflow capabilities; mobile applications with push notifications; district-wide communications at multiple organizational levels; role-based access controls with granular permissions; automated synchronization with existing district systems including student information systems, assessment platforms, learning management systems, and identity management tools; cloud-hosted deployment with scalable infrastructure; accessibility compliance; multilingual support; and comprehensive reporting and analytics capabilities. Proposing vendors must demonstrate experience through up to three customer references from previous clients using family engagement and school-to-home communication solutions, and must address artificial intelligence features in their proposals, including disclosure of whether AI capabilities are included, optional, or require custom development, along with clear statements regarding whether district data will be used for model training. The District will accept questions through May 21, 2026, with answers available by May 28, 2026; no pre-proposal conference is scheduled. Respondents must complete all required forms including the Proposal Submittal Form, W-9, Supplier Application/Update Form, Public Disclosure Form, Supplier Federal 2 CFR 200 Certification Form, Supplier Contact List Designation Form, and Customer Reference Form, and must maintain comprehensive insurance coverage including workers' compensation ($1 million limits), commercial general liability ($1 million per occurrence), professional liability ($1 million per occurrence), commercial automobile liability ($1 million per occurrence), and cyber liability (minimum $5 million per occurrence). The evaluation criteria include system functionality, integration capabilities, pricing and cost of ownership, vendor qualifications and experience, and compliance with data privacy and security requirements outlined in the Data Sharing Agreement Amendment.
The RFP contains no explicit set-aside designations, though respondents are asked to self-certify ownership classifications including minority-owned (MBE), women-owned (WBE), veteran-owned (VBE), or physically challenged-owned (PBE) designations on the Supplier Application/Update Form. The District requires all vendors to certify compliance with federal regulations under 2 CFR 200, including debarment and suspension requirements, the Davis-Bacon Act, Contract Work Hours and Safety Standards Act, Clean Air Act and Federal Water Pollution Control Act standards, Byrd Anti-Lobbying Amendment provisions, and prohibitions on covered telecommunications equipment under Section 889(b) of the John S. McCain National Defense Authorization Act. The RFP establishes comprehensive data protection requirements through the Data Sharing Agreement Amendment, which mandates the supplier implement reasonable administrative, physical, and technical safeguards meeting commercially reasonable industry standards, comply with the Protection of Pupil Rights Amendment (PPRA), Family Education Rights and Privacy Act (FERPA), and Nevada Revised Statutes regarding student data privacy, and prohibits use of district data to train artificial intelligence or machine learning models without prior written consent. The supplier must report any data breaches within seventy-two hours of discovery and conduct investigations within thirty days, with liability for data breach indemnification capped at $1,000,000 per occurrence and surviving six years after contract termination. The initial contract term is one year, with the District reserving the right to extend the agreement for up to six additional one-year periods if performance is satisfactory, with pricing fixed for the first and second contract years. The RFP does not specify a budget range or award value; however, vendors must submit detailed cost information on the signed Appendix A Pricing Sheet, addressing licensing or subscription costs, implementation and configuration costs, integration costs, training costs, annual maintenance or support fees, mobile application development costs, optional communication modules, artificial intelligence-assisted features, and any third-party pass-through charges, with the District expressing preference for flexible pricing structures appropriate for large school districts.
