About this opportunity

The City of Ann Arbor, located in Washtenaw County, Michigan, is seeking a qualified contractor to provide comprehensive street tree purchase and planting services for Fall 2025 and Spring 2026. The Request for Proposal (RFP) requires the selected firm to handle all aspects of tree procurement, including supervision, materials, labor, equipment, and expertise for acquiring, delivering, planting, and maintaining approximately 500 trees per season, with potential expansion up to 600 trees per season. The proposal is due on August 21, 2025, by 11:00 a.m. local time, with planting seasons specified as October 1 to December 1 for Fall and April 1 to June 15 for Spring. Bidders must provide detailed pricing for at least 20 different tree species and ensure trees conform to the American Standard for Nursery Stock. The evaluation process will utilize a 100-point system that assesses qualifications, workplace safety, workforce development, social equity, and pricing. Specific evaluation criteria include local workforce composition, safety programs, apprenticeship participation, and living wage compliance.

The RFP does not explicitly mention set-aside designations for disadvantaged enterprises, but it does emphasize environmental and local workforce considerations. The contract may be extended by the City Administrator for two additional one-year periods, subject to annual fund appropriation. The city has specific geographic restrictions, requiring trees to be grown in USDA Zone 5 or colder, explicitly excluding trees from Tennessee, North Carolina, and Kentucky due to climate considerations. While the exact contract value is not specified, the scope suggests a significant investment in urban forestry, with potential for multiple seasons of tree planting. The selected contractor will be responsible for a one-year maintenance guarantee, indicating a comprehensive approach to urban tree establishment. Interested firms should carefully review the detailed specifications in the RFP, which include precise requirements for tree quality, root systems, planting techniques, and ongoing maintenance protocols.
