About this opportunity
The City of New Haven, located in New Haven County, Connecticut, is seeking a property management firm to provide comprehensive facility management services for its Central Facilities Portfolio through Request for Proposal (RFP) #2024-RFP-012. The solicitation requires a vendor to deliver 24-hour building operations and maintenance services for multiple municipal facilities, including the Government Center, Pitkin Tunnel, 424 Chapel Street, and Dixwell Community House. Key service deliverables include daily security, supervision, specification and quality control of contracted services, financial services, preventative maintenance, emergency services, and general repair across systems such as HVAC, electrical, plumbing, life safety, and landscaping. The evaluation will be points-based, with 40 points allocated to management and staffing requirements, 40 points to similar service experience, and 20 points to overall fees. Critical procurement dates include a mandatory pre-proposal meeting on May 7, 2024, at 1:30 pm, and the proposal response deadline of May 28, 2024, at 11:00 am. Respondents must submit a technical proposal without cost, a cost proposal with proposed management fees, city forms, a disclosure and certification affidavit, and a statement of qualifications.
The contract will have a five-year term with an annual operating budget estimated between $1-1.2 million, funded through city-appropriated resources. Maintenance personnel are required to work from 7:00 am to 6:00 pm, Monday through Friday, with no overtime permitted without prior approval. The City reserves the right to award one or more contracts and will select the lowest responsible qualified respondent. All service contracts are subject to the City of New Haven's Livable Wage Ordinance, which may impose additional labor requirements. While no specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documents, the competitive RFP process suggests an open procurement approach. The Engineering Department will oversee the facility management services, with the Board of Alders having authorized the procurement on March 4, 2024, after a favorable Finance Committee review. Potential vendors should be prepared to integrate with existing municipal infrastructure and demonstrate comprehensive facility management capabilities across multiple municipal properties.
