About this opportunity

The West Virginia Parkways Authority (WVPA) is requesting quotes for extruded aluminum sign panels under an open-end contract, with bids due September 16, 2026 at 10:30 a.m., and mandatory pre-bid meeting attendance required with attendance-sheet sign-in; failure to attend results in bid disqualification.

The scope covers two panel types: 12-inch-wide panels conforming to Extrusion "A" specifications and 6-inch-wide panels conforming to Extrusion "B" specifications per WVDOH Standard Details Book. Both must be Alloy 6063-T6 per ASTM B221 with chemical conversion treatment per ASTM B449-93 (2022). Panels are available in lengths ranging from 5 to 25 feet in six-inch increments. The ARFQ estimates 100,000 linear feet per type for bidding purposes only; actual volumes are not guaranteed. Vendors must provide manufacturer and mill certifications demonstrating compliance with all specified standards. Cutting, punching, treatment, packaging, and standard delivery are included in unit pricing. Mandatory delivery timeframes are 64 calendar days for orders of 4,000 linear feet or less, and 128 calendar days for larger orders. Vendors must maintain a designated contract manager available during business hours, provide quarterly purchase reports, and demonstrate sufficient production capacity.

Standard delivery is F.O.B. destination to WVPA's central location in Beckley, West Virginia, with all delivery charges included in bid pricing except for emergency orders. Payment follows delivery and acceptance of goods. Pricing is firm for the life of the contract unless otherwise authorized by WVPA. Award is based on lowest overall total cost. All bids must be submitted electronically through wvOASIS with no encrypted or password-protected files. Questions are due September 9, 2026 at 10:30 a.m., submitted to purchasing@wvoasis.com, with official responses provided through written addenda only. The apparent successful vendor must provide proof of required licenses, certifications, insurance, and performance bonds equal to 100% of contract value prior to award.
