Summary of Extruded Aluminum Sign Panel Specifications
This is a Request for Quotation (RFQ) document issued by the West Virginia Parkways Authority (WVPA) for the supply of extruded aluminum sign panels for highway signing manufacturing. The WVPA seeks to establish an open-end contract for two contract items: 12-inch-wide panels conforming to Extrusion "A" specifications and 6-inch-wide panels conforming to Extrusion "B" specifications, as detailed in the WVDOH Standard Details Book. Panels may be ordered in lengths ranging from 5 feet to 25 feet in six-inch increments, with all cutting, punching, treatment, packaging, and standard delivery included in unit pricing. The RFQ specifies mandatory material requirements including Alloy 6063-T6 per ASTM B221 with chemical conversion treatment per ASTM B449-93 (2022). Vendors must provide manufacturer certifications and mill certifications demonstrating compliance with all specified standards. The contract will be awarded to the single vendor offering the lowest overall total cost based on unit prices submitted for all contract items through the wvOASIS system.
Pricing shall be based on actual linear footage ordered with payment by the WVPA made after delivery and acceptance. Standard delivery is F.O.B. destination to the WVPA's central location in Beckley, West Virginia, with all delivery charges included in bid pricing except for emergency orders. Vendors must meet mandatory maximum delivery timeframes of 64 calendar days for orders of 4,000 linear feet or less, and 128 calendar days total for larger orders. The vendor must maintain a designated contract manager available during normal business hours, provide quarterly reports on purchases, and ensure sufficient production capacity to meet contract demands. Unacceptable items will be returned at vendor expense with no restocking charge, and vendor default provisions allow for immediate contract or delivery order cancellation. No contract term or renewal options are specified in the RFQ document.
