About this opportunity

East Georgia State College is requesting sealed bids for an LED lighting system replacement at its Tennis Complex in Swainsboro, Georgia under RFQ Project 0000-2220, with bids due June 23, 2022 at 2:30 PM and a mandatory pre-bid conference on June 9, 2022 at 2:30 PM at the Plant Operations Building.

The scope covers lighting design and installation for three tennis courts with specified illumination performance: 30 foot-candles average across all courts with a maximum-to-minimum uniformity ratio of 3.0:1 at designated grid points (30 points for Court 1, 15 for Court 2, and 45 for Court 3). The approved basis of design is Musco's Light-Structure System with TLC for LED; Addendum No. 1 (June 6, 2022) permits lighting substitutions with prior approval at least 10 days before the bid date. The system must operate on 480/277 volts single phase with total energy consumption not exceeding 14.96 kilowatts, include instant on/off and three-stage dimming via remote web, phone, fax, or email access with 24/7 manufacturer support, and meet UL listing, NFPA 780 lightning grounding, and 2018 International Building Code wind load standards (120 mph ultimate design wind speed). The manufacturer must deliver equipment within 8–10 weeks of approved submittals and provide a 10-year warranty guaranteeing specified light levels with all maintenance, parts, labor, and monitoring costs included.

Bidders must submit comprehensive pre-bid documentation including equipment layout and photometric design drawings with illuminance and uniformity calculations, on-field and off-field lighting design showing spill and glare, structural calculations stamped by a Georgia-licensed structural engineer, electrical distribution plans signed by a Georgia-licensed electrical engineer, performance guarantees, warranty terms with ten Georgia customer references, ten Georgia project references, bills of materials with certifications, delivery timeframes, and a 25-year cost-of-ownership analysis. All bids require a 5% bid bond; performance and payment bonds of 100% of the contract sum are required before execution. Successful completion must occur within 120 consecutive calendar days. Award will be made to the lowest responsive and responsible bidder on a lump-sum basis, contingent on demonstrated Current Ratio of 1.0 or higher, Experience Modification Rate averaging no more than 1.2 over three years, and evidence of prior public works project completion. Contractors and subcontractors must comply with Georgia Security and Immigration Compliance Act requirements and E-Verify registration. All bids must be notarized and submitted in sealed, opaque envelopes; no withdrawal is permitted for 35 days after opening except as allowed under Georgia law.
