About this opportunity
The City and County of San Francisco, Recreation and Park Department, is soliciting bids for tree work services at the Minnie & Lovie Ward Recreation Center located at 548 Plymouth Avenue in San Francisco. The scope of work includes removal of eight cypress and pine trees with stump grinding or flush cutting as specified, pruning of four additional cypress trees, clearing and removal of all tree debris from the site, and hiring a biologist to monitor for nesting birds during nesting season. Bidders must possess a California Class D-49 tree service license and current ISA Arborist Certification, with the prime contractor required to self-perform at least 25 percent of the contract work. The project timeline allows 50 calendar days for substantial completion and an additional 10 calendar days for final completion following issuance of the Notice to Proceed, with liquidated damages assessed at $200 per calendar day for failure to achieve substantial completion and $100 per calendar day for failure to achieve final completion. Mandatory pre-bid walkthroughs are scheduled for Tuesday, March 17, 2026 at 10:00 AM and Wednesday, March 18, 2026 at 10:00 AM, with attendance at only one meeting required. Bids must be submitted no later than Tuesday, March 31, 2026 by 2:30 PM via email to bridget.webster@sfgov.org, with award expected within 90 days to the lowest responsive responsible bidder.
This is a Micro Local Business Enterprise (LBE) set-aside solicitation restricted to CMD-certified Micro-LBEs in the applicable certification category at the time bids are due; no incumbent vendors or current contractors are identified for this project. Eligible bidders may be eligible for a 1 percent bid discount if their principal place of business is located in the same supervisorial district as the project (Neighborhood LBE) or a 1.5 percent bid discount if located in the same zip code (Project Zip Code LBE). The Micro-LBE prime contractor is not subject to LBE subcontractor participation requirements, though any subcontracting should prioritize other Micro-LBEs to the maximum extent possible. Contractors must comply with California prevailing wage requirements, maintain current business tax registration, be a certified City Supplier, obtain Department of Industrial Relations registration, and submit electronic certified payroll records, with non-compliance potentially resulting in sanctions ranging from payment withholding and contract suspension to debarment for up to five years and liquidated damages up to 25 percent of the total contract amount. The estimated project cost is $90,000, with a maximum contract value not to exceed $1,170,000. Performance and payment bonds equal to 100 percent of the contract sum, comprehensive insurance coverage, a one-year warranty on all work, and compliance with San Francisco's Mandatory Recycling and Compost Ordinance with a 75 percent diversion requirement are mandatory.
